Daniels owner of Cotton Patch Landing, LLC has submitted the attached application for the expansion of the existing 9 slip docking facility as a Major Modification of CAMA Major Permit No. #40-10 issued to him on 16 April 2010. CAMA Major Permit No. 40-10 authorized the construction of a 9 slip docking facility to service the existing tackle shop and boat storage facility located on the adjacent uplands. The project site is located at 2018 Cotton Patch Rd. (SR 1115), adjacent to Blount's Creek, a tributary of the Pamlico River near the Town of Chocowinity in Beaufort County, North Carolina. The Permit was renewed and was modified 24 October 2014 to install 9 mooring pilings. Existing man-made features on the property include a single-family residence, storage building, supply building which houses a fishing tackle shop, fuel tank with pump and associated driveways. Since the original CAMA Major Permit was issued Mr. Daniels has acquired additional property upstream (south) of the existing docking facility. Currently Mr. Daniels owns a total of approximately 30.3 acres along Blount's Creek. Mr. Daniels has constructed a large boat storage facility, 4 cabins for rent and RV hookups well outside of the CAMA Area of Environmental Concern on the upland portion of this newly acquired property. The uplands are separated from Blount's Creek by a wooded wetland that ranges from 100' to 180' feet landward of Normal Water Level. Water dependent structures existing on the property include the permitted 9 slip docking facility and a boat ramp with associated launch pier. A ±25' x t6' pier with a ±40' x 6' T -head platform and boatlift is located near the downstream property boundary in front of the single-family residence. The project site is bordered to the east and west by wooded wetlands. Vegetation on the project site consist of pines, mixed hardwoods, wooded wetland species and lawn grasses. Blount's Creek at the project site is classified SB NSW by the Environmental Management Commission and are closed to shellfishing. The area is designated as Inland Waters by the NC Wildlife Resources Commission. There was no submerged aquatic vegetation (SAV) observed during the application site visit. Project description The applicant proposes to construct a 248' long by 6' wide walkway over wooded wetlands leading to a parallel dock measuring 320' long x 6' wide. On the southernmost end of this dock five 12' long x 4' wide finger piers are proposed to create nine fixed boat slips. These slips will each contain an uncovered 12'x 12' boatlift. This will result in 18 total boat slips on the property. Water depths at the location of the proposed slips are approximately 8' below Normal Water Level. Additionally, a 6' x 8' platform is proposed upstream of the docking facility. Cotton Patch Landing, LLC James T. The smaller 6'X 8' dock will be for a primitive camp site, tent camping only. There are no structures at that site. The larger structure will go through wooded wetlands approximately 248' long. It will tee off to the left 180' for transient docking. To the right, it will be 132' long with nine slips and/or boat lifts. These slips will be used by people renting my cabins, RV sites, tent camping sites and by dry storage customers. These structures will be built on the 30.376 acres that was purchased on 6/17/14, that joins property purchased on 4/12/06. Currently there are three docks and a boat ramp on the property purchased in 2006. The dock with the boat lift is for my residence that is also located on the same property. The larger existing dock has nine slips for customers accessing the business by water. The third dock is for boats using the ramp. I am proposing to do the work in stages, beginning with the 248' dock through the wetlands and the 180' transient dock. Thank you for your consideration. Sincerely, James T.
