Marshall Steam Plant

Catawba County
The staff of this Office has conducted a review of your
request dated August 2, 1995 to install a J -tube at the end of the
submerged ash basin discharge pipe for the purpose of monitoring pH
prior to final release into Lake Norman. Compliance sampling of all
other parameters will continue at the at the current location (ash
basin tower). You also requested approval for the possible
installation of a carbon dioxide feed system should it be necessary
for additional pH control.
Based on our review, we have no objections to the installation
of the J -tube in the end of the ash basin discharge pipe for the
purposes of measuring and determining compliance with the Permit
requirement (range) for pH. As for the request to install a carbon
dioxide feed system, it has been determined that an Authorization
to Construct (ATC) will not be necessary, therefore, such a system
can be constructed as needed to help regulate effluent pH
fluctuations.
