Upon surveying the feature to the historic headwater, this Office agrees the feature is a modified natural stream that is subject to the Neuse River Riparian Buffer Rules. I took the liberty of contacting Raymond Holz and provided him with the conclusion of my survey. I apologize for the discrepancy in my previous review. An onsite meeting will need to be arranged with Eric Kulz of DWR to discuss the potential of Neuse River Riparian Buffer Mitigation and Nutrient Offset.
