Dear Messrs. Moore and Brown:
This letter is in response to a February 2, 2017 request for additional information received from Andrew
Moore with the NC Department of Environmental Quality (NCDEQ) - Division of Water Resources (DWR)
regarding the aforementioned project. NCDEQ-DWR determined that our application was incomplete
and could not be further processed until items listed in this letter were addressed.
The following paragraphs presents NCDEQ-DWR comments in bold italics followed by our responses in
standard text:
DWR: The January 9, 2017 submittal indicates that all streams within the proposed greenfield
segment of the project cannot be crossed at near -perpendicular angles (i.e. 75-105 degrees) as
required in Condition 10 of Water Quality Certification 3884. The Division understands the
difficulty in re -orienting crossings within, or adjacent to, the existing gas line easement. However, it
is not clear why the crossings cannot meet the noted tolerance within the greenfield segment
and/or why the greenfield segment was not designed to cross streams at near -perpendicular angles.
Please specify which stream crossings within the greenfield segment cannot meet this threshold and
provide additional detail as to why there are no practical alternatives to the proposed crossing
orientations. (15A NCAC 02H .0506(f) and (g)].

PSNC: The stream crossings associated with greenfield segments of the project are identified in Table 1
(Appendix I). The table also includes justification for the alignment associated with each crossing.
DWR: Proposed crossing SD03 appears to cross the same stream three times resulting in what
appears to be avoidable impacts. Please re -configure the orientation of the pipeline to one crossing
of the stream or clearly explain why three crossings of the same stream are unavoidable. (15A
NCAC 02H.0506(t) and (g)].
PSNC explored a variety of routes across the subject parcel. Stream SD03 flows diagonally across the
entire southwestern portion of the parcel, then onto an adjoining tract, and back onto the subject parcel
in the northwestern portion. In order to accommodate the landowner and preserve the marketable value
of the property, the proposed route closely abuts the property boundary, and in so doing, will cross the
stream at two separate locations. Because SD03 is extremely meandering, selection of an optical crossing
point proved difficult. Shifting the crossings as they are proposed would either affect more stream,
adjacent wetlands, or involve encroachment onto a separate landowner. To minimize the impact of these
crossings, PSNC reduced the width of the combined temporary and permanent easements from 80 feet to
65 feet, reducing the stream impacts by 33 feet.
DWR: The January 9, 2017 submittal indicates that the proposed project will not meet Condition 16
of Water Quality Certification 3884, which requires that the construction corridor be limited to 40
feet. The submittal proposes to limit the construction corridor to 80 feet at stream and wetland
crossings, with the exception of four crossings that will require additional temporary workspace in
excess of 80 feet. The construction corridor for Phase I of the Line T-01 pipeline replacement project
was limited to 50 feet at stream and wetland crossings. It is not clear why an additional 30 feet of
construction corridor is necessary for Phase II when Phase I was successfully completed with a SO -
foot construction corridor at stream and wetland crossings. Please provide additional detail
regarding the need for the additional 30 feet of construction corridor and what type of activities
will occur within the construction corridor adjacent to streams and wetlands. [15A NCAC 02H
.OS06(fl and (g)].
While the width of the construction corridor was limited to 50 feet at stream and wetland crossings during
Phase I of the project, this reduction in workspace created significant safety and constructability issues for
the contractor. The 8 -inch diameter gasline, which must remain in service during construction of the new
pipeline, is generally located at least 15 feet from the edge of the existing easement, and is buried at
varying depths. To minimize potential safety concerns, PSNC has determined that the portion of the
existing easement containing the "live" line should be excluded from use by the heavy equipment
required to install the new 24 -inch line. As such, no more than 65 feet of the proposed 80 -foot
construction corridor is available to safely operate the heavy equipment and install the new pipe.
However, because safety issues concerning an existing pipe are not applicable in greenfield portions of
the project, PSNC decided to reduce the proposed width of the combined temporary and permanent
easements at all greenfield stream and wetland crossings to 65 feet. As indicated in Tables 2 and 3
(Appendix II), this approach reduces the proposed project wide temporary stream impacts from 11,113
linear feet (If) to 10,561 If. Similarly, overall temporary wetland impacts have been reduced from 2.373
acre to 2.286 acre, and permanent conversion impacts from 0.434 acre to 0.397 acre. The revised impact
tables are presented in the table below for your convenience, and revised drawings that depict the
reduced easement at greenfield stream and wetland crossings are included in Appendix III.

Through this reduction in workspace, the proposed project -wide temporary stream impacts have been
reduced by 552 If, and temporary wetland impacts reduced by 0.087 acre.
DWR: There appear to be pre-existing culverts in the vicinity of stream crossings SA08, SA10,
WA021SA19, SA27, SA28, WA14/SA38, WA45/SA69, SA80, SA81A, SA104, and SA117. What is the
pipeline construction approach in these areas with regard to the pre-existing culvert? For example,
will the pipeline be placed under the culvert, will the culvert be permanently removed, temporarily
removed and returned to its original location, etc? [15A NCAC 02H .0502(x)(4)].
The construction approaches in regard to the pre-existing culverts are identified in Table 4 (Appendix IV).
DWR: There are two proposed pipe centerlines and/or HDD bores depicted on Figures 67 (SAI 7), 71
(SA22), 120 (SA81A), 121 (SC03A), 122 (SA87), 132 (SAI00), 170 (WG03), 171 (WG04), 193 (WC01),
194 (WA65), and 196 (WA07). Can you clarify why two new pipe centerlines and/or HDD bores are
depicted at these locations? [ISA NCAC 02H .0502(b)].
There are several locations where the existing 8 -inch pipe is being simultaneously relocated within the
same easement as the proposed 24 -inch pipe, as depicted on the aforementioned drawings. At these
locations, installation of the 8 -inch pipe will occur within the same footprint as that permitted for the 24 -
inch line, and will not result in additional stream or wetland impacts beyond those identified in this
application.
