However: there are many other potential wetland impacts associated with other phases of the project. This ratio would not be acceptable for those impacts. I believe you are familiar with it and have worked or are working on the JD. Below is the reasoning behind the proposal and the request and the documentation is included. R-5311A is located in Hertford County and has a June 2017 LET. The project consists of an interchange at NC 11 and Short Cut Road and a grade separation at NC 11 and Modlin Hatchery Road. The impacts for this project are an estimated 12 acres of low quality, non-riparian wetland with most of the impacts occur at the interchange. These impacts should be reduced as the project design is completed. A large portion of the wetlands is maintained by mowing with the remainder being a 7-10 year old clear cut. Due to the poor quality of the wetlands and the fact that a large portion is mown, NCDOT is proposing a 1:1 ratio for mitigation for this project. NCWAM forms were completed for each wetland at the interchange. There wasn't one done for the grade separation. There are, however, wetland rating forms for each wetland. The DWQ wetland rating form scores each wetland at the intersection as 16 out of 100. The NCWAM rates the wetlands as low. Therefore, given the reasons stated above, NCDOT respectfully requests a 1:1 ratio for the impacts associated with R- 5311A. Please let me know your thoughts and if an on-site meeting is required.
