Raleigh, North Carolina 27604
Attention: Ms. Karen Higgins
401 / Buffer Permitting Supervisor
SUBJECT: ADDITIONAL INFORMATION - REVISIONS
Request for Buffer / Stream Approval
Woodard Parkway — Water and Sanitary Sewer Extensions
City of Wilson, North Carolina
PN: 16-042
Dear Ms. Higgins:
101
In the past several weeks, our office has somewhat revised the routing of the 12 -inch Gravity Sewer
Portion of the above subject project. In light of these modifications, we have realized that another Neuse Buffer
crossing must be reviewed and approved. We have also realized that our previous Buffer Crossing, Crossing No.
3, as designated on the original application, is not an infringement at all, due to the entire crossing being
performed by directional bore below the stream, to prevent impacts. You will notice that Crossing No. 3 now
designates the new gravity sewer crossing of an unnamed tributary to Toisnot Swamp. Please find attached for
your review and approval Four (4) copies of each of the following items:
Pre -Construction Notification Application Form (REVISED for Additional Buffer Crossing)
Sheets 27 and 28 of 52 — Gravity Sewer Main Construction Drawing on Plan & Profile
Revised Project Area on FIRM Panel, NC Soils Survey, and USGS Quadrangle Mapping
Should you have any questions or require additional information, please do not hesitate to call.
Respectfully,
Landon ounce, P.E.
WLY
Enclosures: As stated.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.

performed completely by directional bore, resulting in no physical impacts whatsoever to existing stream bed and existing wetlands.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Pipe installation will provide a minimum of 5 ft. of cover below stream bed and a minimum of 3 ft. of cover in all upland areas. Stream banks and
wetlands for Crossing No. 3 will be completely unaffected, resulting in no physical impacts.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State

moving is not required. Grading is not required. The only excavation required will be completely outside
of wetlands and stream locations. All disturbance will be returned to preconstruction conditions.
2. Stormwater Management Plan
2a. What is the overall percent imperviousness of this project?

2b. Does this project require a Stormwater Management Plan?
❑ Yes ❑X No
2c. If this project DOES NOT require a Stormwater Management Plan, explain why:
This project is almost completely 100 % pervious by nature of the installation. All land disturbance will be completely returned to pre -construction
conditions. Water Main and Gravity Sewer installations are 100% pervious with the exception of manhole tops, fire hydrants, and valve covers.
2d. If this project DOES require a Stormwater Management Plan, then provide a brief, narrative description of the plan:
