treatment facilities, stormwater BMPs, location of discharge points for both stormwater and process
wastewater discharges, delineation of drainage divides between the various subdrainage areas feeding each
discharge point, delineation of the 100 -yr floodplain if present, and a notation of the water quality classification
of the receiving water that site waters eventually discharge to.

site's final product qualifies as'finished compost' as referenced in the General Permit text (NCG240000) and

general nature of the wastewater treatment system utilized to meet process wastewater discharge limits.

Narrative
General
McGill Environmental Systems of N C, Inc operates the Delway Facility in Sampson County
This facility is located at 1100 Herring Road in Rose Hill, North Carolina, 28458 The contact
person is Steve Cockman and he may be reached at (910) 532-2539 Division of Water Quality
permit WQ0006816 allows the production of "finished compost "
When the McGill Delway Facility opened it represented the best technology and affordable
design available to McGill Through the years of operation at Delway and the design and
construction of new McGill plants elsewhere in the world a number of design and operational
improvements have been developed and implemented at the Delway Facility where at all feasible
and beneficial
Compost Manufacturing Sequence
Composting at Delway is similar to the Glenville Compost Option, which has been in use for a
number of years in Ireland, and calls for more active management of the material within the
building through earlier screening and significant curing indoors This results in diminishing
outside curing and operating a plant on a significantly smaller footprint All materials are
blended inside the building and then moved to aerated static piles for primary processing The
material is screened indoors after one week when Process to Further Reduce Pathogens (PFRP)
has been achieved The screened material is then returned to an aerated static pile for further
processing/curing for an additional 14 plus days At that point material can be moved a third
time for further curing outside
In a well controlled aerated static pile environment the most intense biological activity takes
place in the first few days The early screening further homogenizes the mix, redistributes
moisture and enzymes stimulating further rapid biodegradation There is also a very significant
space efficiency gained through the screening process
