Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of
this application:
The subject property is located within the existing Traditions s/d (Phase 1) along Wildflower Ridge Road
between Traditions Grande Boulevard and E. Juniper Avenue, within the Town of Wake Forest, and within the
Neuse River basin. The subject property is 113.50 acres, and is currently owned by WS-TWF Development,
LLC (Figs 1-3).The current land use on the property is residential, and the current Wake County zoning is
Residential Mixed -Use (CU RMX), General Residential 10 (CU GR10), and Open Space (OS). Land use within
the vicinity of the subject property is residential, commercial, and forested areas.
The NC Division of Water Resources (DWR) issued a surface water determination for the project site on May
23, 2014 (DWR Project Number NBRRO# 14-186). DWR determined that there is one perennial stream on the
property that is subject to the Neuse buffer rules, Stream Feature BB (Hatters Branch), per attached Neuse
Buffer determination letter. The US Army Corps of Engineers (USACE) issued a jurisdictional determination for
the property on May 21, 2007 and June 26, 2007 (USACE AID# 200800443).

The purpose of the project is to provide housing to the northeast section of Wake County, North Carolina.

Describe the overall project in detail, including the type of equipment to be used:
The proposed project consists of stormwater management infrastructure improvements and associated grading within
an existing single-family residential development. A stormwater outfall is proposed to discharge through the buffer to
Stream "B", and will necessitate Neuse Buffer impacts to Zones 1 and 2. Additionally, grading associated with the
proposed stormwater management improvements will result in impacts to Zone 2. The Zone 1 buffer impacts will total
787 sf and the Zone 2 buffer impacts will total 1,184 sf for the stormwater outfall and grading. Traditional equipment
will
be used consisting of front-end loaders, bulldozers, graders, and earth movers.

unimportant stream channel and 67 LF of permanent impacts to important stream channel approved by James
Lastinger of the USACE on January 10, 2012 (USACE AID: SAW -2009-02330). Approval for a Neuse Buffer
Authorization for impacts associated with Sand Filters O, P-2, and P-3 and Pond L was granted on December
3, 2015 (DWR #00-0783 v4).

1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Impacts to jurisdictional streams and wetlands have been entirely avoided for this proposed stormwater
management facility; however, due to required infrastructure improvements, there are proposed buffer impacts.
The buffer impacts total 787 sf in Zone 1 and 1,184 sf in Zone 2. These impacts are due to the need for grading
and a stormwater outfall that will discharge through the buffer to Stream 'B'. The proposed stormwater outfall is
located such that it will not impact any streams or wetlands. Buffer impacts were minimized by designing the
outfall to intersect the buffer at a perpendicular angle.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction
techniques.
Proper sedimentation and erosion control methods will be utilized during all phases of construction and
installation as described in the Erosion Control Plan sheet reviewed and approved by the NC Division of Land
Quality and Wake County. All work will take place during dry conditions and can be facilitated from high, non -
jurisdictional, stable ground. The contractor shall install silt fence, inlet protection, sediment traps, diversion
ditches, tree protection, clearing only as necessary to install devices. All erosion and sediment control
measures will be checked for stability and operation following every runoff producing rainfall, but in no case
less than once every week. Any needed repairs will be made immediately to maintain all measures designed.
An erosion control inspections report is required and will be kept by the owner's representative. Temporary
seeding and permanent seeding plans are included to restore impacted areas. The project will meet all relative
requirements of Best Management Practices and Engineered Stormwater Control Structures as outlined
through State and Local Stormwater Rules.

SEEDBED PREPARATION
1. Chisel compacted areas and spread topsoil 3 inches deep over adverse soil
conditions, if available.
2. Rip entire area to 6 inches depth.
3. Remove all loose rock, roots, and other obstructions leaving surface
reasonably smooth and uniform.
4. Apply agricultural lime, fertilizer, and superphosphate uniformly and mix
with soil (see below*).
5. Continue tillage until a well -pulverized, firm, reasonably uniform seedbed
is prepared 4 to 6 inches deep.
6. Seed on a freshly prepared seedbed and cover seed lightly with seeding
equipment or cultipack after seeding.
7. Mulch immediately after seeding and anchor mulch.
8. Inspect all seeded areas and make necessary repairs or reseedings within the
planting season, if possible. If stand should be over 60% damaged,
reestablish following original lime, fertilizer and seeding rates.
9. Consult Conservation Inspector on maintenance treatment and fertilization
after permanent cover is established.

PROJECT LOCATION: The subject property (PINs: 1840999348,
1850097427, 59156595, 59415799, 59416719, 59410210, 1851124128,
1851015514, 1851027431, 1851011681) is located within the existing
Traditions s/d (Phase I) along Wildflower Ridge Road between Traditions
Grande Boulevard and E. Juniper Avenue, within the Town of Wake Forest,
and within the Neuse River basin. The subject property is 113.5 acres, and is
currently owned by WS-TWF Development, LLC (Figures 1-3).
PROPOSED PROJECT: The proposed project consists of stormwater
management infrastructure improvements and associated grading within an
existing single-family residential development.
PROPOSED IMPACTS: One stormwater outfall is proposed to discharge
through the buffer to Stream `B", and will necessitate Neuse buffer impacts to
Zones 1 and 2. Additionally, grading associated with the proposed stormwater
management improvements will result in impacts to Zone 2. The Zone 1 buffer
impacts will total 787 sf and the Zone 2 buffer impacts will total 1,184 sf.
Traditional equipment will be used consisting of front-end loaders, bulldozers,
graders, and earth movers.

AVOIDANCE and MINIMIZATION: Impacts to jurisdictional streams and
wetlands have been entirely avoided for this proposed stormwater facility;
however, due to required infrastructure improvements, there are proposed
buffer impacts. The buffer impacts total 787sf in Zone 1 and 1,184 sf in Zone
2. These impacts are due to the need for one stormwater management facility
(Sand Filter "K") and one stormwater outfall that will discharge through the
buffer to Stream `B'. The location of the proposed stormwater outfall is located
such that it will not impact any streams or wetlands. Buffer impacts were
minimized by designing the outfalls to intersect the buffer at a perpendicular
angle.
DIFFUSE FLOW: Since the proposed project is located with the Neuse River
Basin, it is subject to the diffuse flow requirements. There will be a level
spreader constructed with the stormwater management facility to diffuse storm
flows from the proposed project.

(Division) on November 17, 2015 with additional information received via email on December 3,

Erosion Control, Non -Discharge, and Water Supply Watershed regulations. This Authorization
Certificate for DWR #00-0783 v4 does not replace the Authorization Certificate for any
previous versions of DWR #00-0783.

2. Diffuse Flow
All stormwater must be directed and maintained as diffuse flow at non-erosive velocities
through the protected stream buffers such that it will not re -concentrate before discharging
into a stream. [15A NCAC 02H .0506(b)(5)]
3. No Waste, Spoil, Solids, or Fill of Any Kind
No waste, spoil, solids, or fill of any kind shall occur in wetlands, waters, or riparian areas
beyond the footprint of the impacts depicted in the Pre -Construction Notification. All
construction activities, including the design, installation, operation, and maintenance of
sediment and erosion control Best Management Practices, shall be performed so that no
violations of state water quality standards, statutes, or rules occur [15A NCAC 02H .0501
and .0502].
4. Protective Fencing
All wetlands, streams, surface waters, and riparian buffers located within 50 feet of the
construction area on the project site shall be clearly marked (example- orange fabric
fencing) prior to any land disturbing activities and must be maintained on the property until
the project phase is completed. [15A NCAC 02H .0506 (b)(2) and (c)(2) and 15A NCAC 02H
.0507 (c)]

5. This approval is for the purpose and design described in your application. The plans and
specifications for this project are incorporated by reference as part of the Buffer
Authorization. If you change your project, you must notify the Division and you may be
required to submit a new application package with the appropriate fee. If the property is
sold, the new owner must be given a copy of this approval letter and is responsible for
complying with all conditions.
6. This approval and its conditions are final and binding unless contested. [G.S. 143-215.51
This Buffer Authorization can be contested as provided in Articles 3 and 4 of General Statute
15.06 by filing a written petition for an administrative hearing to the Office of Administrative
Hearings (hereby known as OAH). A petition form may be obtained from the OAH at
http://www.ncoah.comor by calling the OAH Clerk's Office at (919) 431-3000 for information.
Within thirty (30) calendar days of receipt of this notice, a petition must be filed with the
OAH. A petition is considered filed when the original and one (1) copy along with any
applicable OAH filing fee is received in the OAH during normal office hours (Monday through
Friday between 8:00am and 5:00pm, excluding official state holidays).
The petition may be faxed to the OAH at (919) 431-3100, provided the original and one copy of
the petition along with any applicable OAH filing fee is received by the OAH within five (5)
business days following the faxed transmission.
