Considering that Ken has already conducted a site visit and you and he are both familiar with Mr Lyons from the
stakeholder process, I see no reason to delay issuance of their COC I would appreciate a copy of the application package
including the aerial map if possible

Hi Mike,
Attached is an NOI application from McGill Environmental Systems, Inc for their composting operation in Rose Hill,
Sampson County (Delway Facility) for coverage under the NCG24 general permit This is actually a Type 4 Composting
facility under DWM regs (includes biosolids, food waste, etc )—typically excluded from the General Permit, however,
most processing, composting, and curing is done indoors here, and so potential discharges are considered stormwater
only Therefore, we allowed application under NCG24 and feel it's most expeditious to cover this site under a general
permit
Ken Pickle has visited the site The compost product is not moved outside into final curing piles until it has met PFRP and
been cured an additional 14 days Also, we are both familiar with the primary company contact, Noel Lyons, from the
Compost Stakeholders' meetings
This site will discharge stormwater to New Hope Creek and Clear Run Swamp, both C,Sw waters
Mike, I'll send a copy of the full application package, which includes a large site plan aerial map, with the issued COC It
was too much to scan in for this request Since we are moving to get as many of these facilities covered under NCG24 as
soon as possible (their deadline to apply was July 2012), please let me know if you have any questions or concerns by
August 31St, if at all possible
