The Bishop Road project involves the restoration of wetland and coastal marshes. The construction activities will include the grading of approximately 62.2 acres. Approximately 2.8 acres of tidal freshwater marsh, 58.2 acres of non-r_i.verire pine fl.atwoods, and 1.2 acres of riverine forested wetland wi..l.l be restored. Approximately 38.6 acres of non--riverine pine flatwroods will be enhanced. Additionally, 189.6 acres of tidal freshwater marsh, 320.4 acres of iron-riverine pine flatwood and 61.6 acres of riverine forested wetlands will be preserved. Please note that a permit application and two copies of the restoration plans were sent to Cyndi. Kar:oly on 8/17/2006 and one copy of the permit application and restoration plans were sent to Kyle Barnes on 8/17/2006. Based on my correspondence with Cyndi in the past, she stated that after 30 days of submittal, the permit will be deemed issued by default without a written notice. As a result, I assumed that the project is permitted according to the current process. Please let me know if the current procedure has changed. I am not aware that we have to apply for a new permit or the weed to check about the status of each project we apply for and not receive a written notice from DW0. At this point, we need the CAMA permit to proceed with the construction. In order to process the CAMA permit, Cathy requested a copy of the 401 permit or written proof that the permit was issued. However, as mentioned previously, it has been approved by the agency as indicated in our tracking system. I have also been told than, yes, after 30 days we can approve these sites by default, but if the applicant has not heard from us it it their responsibility to contact us and make sure that we approve. Unfortunately, this is all I can offer at this time. Sala::. - what kind of work is being done at this site? I was also told that depending on the work, a new permit may be required. Bishop Road wetland mitigation plan entails, but if construction of the mitigation site will cause impacts to existing CAMA Areas of Environmental Concern (AEC's), then you will need a CAMA Per..?it. Has EEP determined if a CA-MA permit will be required for construction of the mitigation site? Another DWQ project number was then assigned - 20061342. The application was received August 12, 2006; the Water Quality Certification for this project was issued on September 12, 2006. Unfortunately, this file has been sent out to be scanned, and I do not have access to it right now, and I'm not sure when it will be returned. This means that I cannot supply you a copy of the DWQ 401 WQC. However, DCM has access to our database, and should be able to look this project up under project number 20061342, which will show that it has been issued. A quick look at our database indicates that this project has been placed on hold, due to insufficient information. At the moment, this is all I have been able to find out about this project. I am trying to find out why the project was placed on hold and what information we may have been Waiting on. However, it appears as though this project goes back to 2002. At that time the DWQ was reviewing EEP projects. I'm not sure that we still review them:. I am checking into this as well, and attempting to identify what this meals to this project. This project was initiated as part of a corrective action against DOT by DCM. The project was then transferred and re-submitted to EEP during which we applied for another 401/404 permits. Based on general understanding, the 401 permit is issued by default without permit for EEP projects after 30 days from receipt of per.,it application. In order- to move forward to address the corrective action, DCM requested to see the DWQ permit or any verification that the project is permitted by DWQ.
