Tlie esistu�g structure is in very poor condition and needs to be replaced soon witli a 40'L cored slab bridge on the same location. A temporary detow• consisting of a culvert downstream of the bridge will be used to handle traffic on this dead-end road during construction. Enclosed are a PCN application, preliminaryjurisdiction form, marked-up plan sheets showing tlie proposed work and impact sites, a USGS quad map, photographs, and other peirtinent project information to assist in your consideration of this request. The U.S. Fish and Wildlife Se�vice and North Carolina Natural Heritage Program databases �vere cliecked for records of threatened and endangered species in Macon County. Carolina northern flying squirrel (Glnucomys sabrinus co(ornhrs), spotfin chub (Erimonn.r mo�rnchus), Appalachian elktoe (Alnsntidonln raver�eliann), littlewu�g pearlymussel (Pegins fnbidn), small wliorled pogonia (Isoh�in medeo/oicles), Virginia spiraea (Spiraea niiginia�rn), rock gnome lichen (Gym��odernu� linern•e), and northern long-eared bat (Nlyolis se�tenh�ionnlis, NLEB) are listed as eitl�er tiveatened or endangered and are known fi•om current records. Therefore, the project will ��ot affect these species. Virgnia spiraea occurs along the Little Tennessee River upstream of Lake Emory and has been found along a small tributary to the river far below the dam. Ho�vever, there are no scoured banks or gravel bars at the bridge that could suppoit this plant. And, the plant �vas not seen during visits to tlie bridge site. Gray bats usually roost in caves or i��/on structures year-round while Indiana bats and NLEB only winter in caves or mines with stable, but not freezing, cold temperatures. During warm seasons Indiana bats and NLEB usually roost on/in structures, under tlie shaggy bark of live trees sucli as white oaks, sycama•es, and hickories, or in cavities or under the loose peeling bark of dead trees. This project will not require blasting, but will require the removal of approximately 24 trees and demolition of an old timber bridge, silo, and woodshed. The structw•es were surveyed for bats and evidence of bat roosting and none were evident absence of bats will be confirmed prior to demolition. The bridge is not situated in a"red HUC" �vhere known NLEB maternity roosts and/or hibernacula are a concern and it is several miles south of the nearest "red HUC". To p�rotect Indiana bats, the obstructing trees will be removed from October 15 to April 15 (�vinter clearu�g). With the clearing restriction, we recommend a"may affect, not likely to adversely affecY' determination for Indiana bat due to the minor loss of forested habitat. Small �vhorled pagonia most often occurs in open, diy, deciduous �voods with acid soil, though habitats can include slopes along streams and mesic forest with white pine and rhododendron. Land use and cover adjacent to the bridge consists of a maintained yard, barnyard, road shoulders, wooded hill slopes and creek bank. The wooded hill slope southeast of the bridge is densely vegetated and poorly suited for small �vhorled pagonia. And, this area should not be distw�bed for construction. There is a wooded area witli opei� understory southwest of the bridge that will be impacted, but the tree stand here is not mature and no small whorled pagonia were observed anywhere near the bridge during field visits. There are no records for this plant within mauy miles of the pcoject areas as well. The Carolina northern flying squirrel and rock gnome lichen are found in spruce-fir forests and otlier isolated high elevation locations in �vestern Noith Carolina. However, rock gnome lichen can occasioually be found at lower elevations in deep river gorges with high humidity or on some vertical rock faces that are periodically wet. Tlie bridge site is umch too low in elevation and lacks rock faces and otlier habitat conditions required by these species. The project is small in scale. Erosion and sedimentation control measin�es will be used to minimize adverse effects of the �vork on aquatic l�abitats, Habitats for listed species appear lacking at the project site and none of the species luiown fi•om Macon County were observed during field visits. For these reasons and those discussed above, we rewmmend that a determination of "no effect" on listed species, with exception to Indiana bats, apply to tliis project. This project �vas reviewed by NCDOT's Human Environment Unit in 2014 and it was detenuined that suiveys were not necessary for historic structures, but surveys were wnducted for archaeological resources with a final determination of no historic resources presei�t (see attaclied forms), NCDOT best management practices will be used to minimize ai�d control sedimentation and erosion on tliis project. Macon 310 Replacement Page 3 March 11, 2017 Impacts to Waters of the United States Smart Branch (DWQ Class: C) is shown on the USGS topographic map as a perennial stream. It has a well-defined channel approximately 10 feet in width with a substrate of gravel and cobble. Smart Branch flows to Middle Creek, which then flows to the Little Tennessee River. The river meets the definition of a Traditional Navigable Water (T'NV�. For tliese reasons, we believe Sma�t Branch is a Relatively Permanent Water (RPV� and is under the jurisdiction of the U.S. Army Corps of Engineers. In order to construct the project, it will be necessary to impact waters of the United States in the Little Tennessee River Basin (CU 06010202). Specifically, NCDOT is requesting to replace Bridge No. 310 with cored slab bridge. However, no prehistoric artifncts were discovered during the current project. Historic material was all recovered from what appeared to be disturbed soils. 3IMA773 is recommended not eligible for fhe NRHP, and no fiirther archaeological investigations are needed for this project relatecl ro that resource. Il is possible that intact soils exist within the northem pazt of ihe APE uuderneath ihe disturbed deposits. Due to the rocky nature of the solls encountered, that possibility wuld not be explored. Beckgroimd A map review end site files searcli was conducled by Tnsha �enyshek of TRC at the Office of State Archaeology Western Drnnch (OSA) on April 16, 2014, which supplemented a previous NCDOT review.7'hese reviews identified one archaeologicul sile (31MAI I S) localed within or adjacent to the norlhwestern quadrant of the AP& (sce rigure 1). One olher silc is locnted within a mile of Ihe project area (31 MA116). Bo�h sites were recorded in the 1960s durfng IJNGChapel Hill's Cherokee Archaeologicnl Project Bolh were found in plowed(planted fields and ere descri6ed as prehistoric sites Ihat contain sherds, proJectile points, and debitage. The site form Indicates 91 MA I IS has Archeic end Woodland temporal nffiliations; ahifocts from that site Include 63 sherds, 29 flekes, and I 1 pp/ks. Ceramics are noted to have been loceled on the cresl of a spur, whlle lilhics had u wider dislribullon. The site is mapped norlheast of MldAle Crcek and wesl of Smorl Dranch ond is shown to ex�cnd nlong SRIG35 (Middle Creek Road) in close proximity ro the project APG. It {s di(ficult to plot the extent of 31MA1 I5, as the sketch mqp for ihe site is nol to scale. A single reporl refers b 31 MA 1 I5, along wilh mnny other siles within and nenr NFSNC land (W ilson 1978). That report does no� contain any furiher informatlon tlian provided on the site form. No evidence of ihis sile was enwuncered within Ihe Dridge No. 310 APG. Topographic maps, United Slales Deperlmenl of Agricullure (USDA) soil survey mnps, and hlstoric maps were exemined for informetion on nntural or culturel variables ihat might hnve affecled sile localiqns. 7'he eerliest USGS ropog��phic map available of the area is the 1897 Cowee (1:125,000) mep, whicB depicls end lebels Middle Creek. A rond is shown paralleling Middle Creek, in lhe approximnte locntion of Middle Creek Road. A small unnamed creek is shown in ihe Smnrt Branch vicinity (USaS 1897). Directly relevanl to the curreni survey results, a slmeture is depicted on ihe norlh side of Ihe creek nnd east of Ihe road (Pigure 3). Thissiructure fs in ihe vicinity of an exisUng, relntively modern residence adjacent ro the uonheastem quedrent of the proJect APE. The next three versions (USGS 1907, 192I, 1943) of the Cowee quadrangle map show the same Middle Creek, Middle Creek Road, nnd Smart 6ranch configuralions (nithough mily Mfddle Creek Is labeled) with a stmclure shown approximntely in the same aren. The 1935 Scaly quadrungle map depicis Smarl 6ranch end Middle Creek, as well es an unlabeled road in the viciuiry of Middle Creek Road. A slruclure is shown in ihe seme approximatc location as on �he Co�vee quadmngle mnps (USGS 1935). A stnm�ure is also shown in this locelion on leter versions of ihe Scaly (USOS 194G; 1947) and �he Scniy Mauntain qundmngie maps (USGS 1946). The 1967 Scaly Mountein quadrangle shavs the current creek ond roed configuralion, es well as lwo slruclures norlheasl of Ihe road end creek (nlersec�ion. Olher mups of lhe aren examined include the 1933 Macon County Soil Mnp which depicts what appears ro be Smurt �rench (as an unnamed dreinege) along Middle Creek Road and a siruclure norlheasl of Ihe road and creek hitersection (USDA 1933). This siructure likely wrresponds wilh lhe struclure(s) depicted on Ihe USGS quadrangle maps. The I 938 Mncon County Roud Map shows Middle Creek with a few slmclures, but no real detail of ihc project vieintly (Nodh Cerolina State Highway end Public Works Commission [NCSNPWCJ 1938). The 1953 Macon Connty 2oad Map shows less detni 1 thnn the 1938 version withjust Middle Creek depicted h� Ihe arca (NCSHP WC 1953). These soils are mapped across the cenlral section, and most of Ihe southweslern mid northeastem quadrunis of the project APG A small erca at Ihe nor[hern end of the APE is mapped as Saunook loam, 2-S% slopes, while small areas of Evnrd•Cowee (CvD), IS-30%slopes and Gvard- Cowee (EvE), 30-50% slopes are contained wilhin the southern end and Ihe east•centrel edge of APG. Oolh the Saunook loams are described as well drained soils found along coves, fans, and dreinages on moumain toe slopes. The Gvard-Cowee complex soils nre rocky, welldrained soils found on side slopes (NRCS 2014). �ieldwork The archneological field survey included a systematic walkover of fhe APE to search for above•ground featnres and any other evidence of an aichaeological site, nlong wilh tl�e excavation of20 shovel tes�s in areas Incking standing wuter, weqand soils, steep slope, or signs of severe disturbanca The shovcl lests measured 30 em in diameter and were excnvated lo at Icas� 75 cm belav surface (cmbs), imless cobbles wcre encountercd xt shallower deplhs (as wns Ihe case in mos� STs); all soiis from shovel tests that were not obvious fill �vere dry-screened through %,-inch mesh. One shovel test (ST G) w�s exc�vated in tiic southenstern qundrnnt of Ihe APL�, which is moderatety to steeply sloped (�igurc 5). �our shovel tes�s (ST7, 1 I-13) were excavatcd in ihe lightly wooded arce in Ihe soulhwestern corner of the APG (I%igure G). These shovel tesis contained deep gravelly soils consisling of dark brmvn loem atop sh�ong brown clay lonm to 75-90 cm below surface. No arlifac�s or otlier indication of an erchneologicnl site were found soulh of Smaii Dranch. One nrchaeological resource (31MA773) wns found within Ihe norlhem por�ion ofthe project area (see �igure 2). A small shed nnd a silo nre contained within Ihe northwestern portion of ihe APE; a large bam is located to ihe west Just outside otthc APE (Figure 7). The extanl house is locaced just easl ofthe project eren. The newly recorded sile is localed in the front yard of Ihis residence and along the edge of an open pasture in the area of ihe cxtant silo und barn. '1'he 48 historic itents recovered from Ihe site hiclude 10 pieces of whiteware, five pieces of porcelain, �hree pieces of alkulinc glazed stm�ewarc, and onc carthenware hnndle thet mey be lead glazed, elght nails (five wire and three square), eight unidentified metal fregments (these may include lsvo heavily corroded npil fragments), pvo pieces of windo�v glass, five clear and thrce aque contniner glass fragments, one wmplele boltle (wilh n plaslic screw-on cap), mie 4osted conlaincr ginss Gagment, and one unidenlified Inrgc mammal bonc fregment (Appendix 1). All lhe artifacls collected Gom site 31MA773 were derived from varying soils, up to 62 em below ground surface. Historic maps (including ihc 1897, 1907, 1921, and 1943 USGS Cowee quadrengles, the 1933 11SDA soil map, lhe 1935, 194G, 1947 USGS Scaly quadrangle and the 194G Scaty Mountnin quadrangle) depict a slrucWre in the norilieast comer of lhe Smert Drench und Middle Creek Road intersection. The existing simclure was likely built in Ihe 1950s.
