Jennifer,
Thank you for talking with me this morning. Dominion needs to install a new tower in the wetland because of two
constraints. The existing tower on the opposite side of the highway from the substation cannot support the line angle into
the substation so a new structure is required to connect the transmission line to the substation (when the original
application was submitted, it was thought that the existing structure could be used). Secondly, there is not enough room
between the new substation fence and Battleboro Road to place a new structure outside of the wetland.
