Stage 1 Ash Storage Basin Modifications
Marshall Steam Plant
Catawba County
Dear i,lr. Hager:
Final plans and specifications for the subject project have been reviewed

and found to be satisfactory. Authorization is hereby granted for the construction
of modifications to the existing ash storage basin at the Marshall Steam Plant,
consisting of the following: (1) extending the existing south basin dike i
1600 feet north to form a secondary ash basin and raising the existing south
basin ash dike to elevation 801; (2) construction of a primary ash tower in 1
the south, basin, a secondary ash tower in the new ,proposed north basin, and a
saddle dike between the primary tower and new proposed secondary ash basin; -
rota (3) the sealing of the existing south basin ash tower.
This is a Class I Wastewater Treatment Plant and the operator in -respon-
sible charge must hold a valid Grade I Certificate.
This Authorization to Construct shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with the conditions

and limitations specified in Permit No. NC0004987.
Also, enclosed is a copy of WPC Form #50 "Cost of Wastewater Treatment Works. "
This form is to be completed and returned to this office within thirty (30) days
after the project is completed.
