This letter serves to confirm our evaluation of the January 2017 Year 3 monitoring report
for the Northeast Cape Fear Umbrella Mitigation Bank (Bank) Holly Shelter Tract northeast of
Shaw Highway and NC Hwy 210 intersection, in the headwaters of an unnamed tributary to the
Northeast Cape Fear River, near Rocky Point, Pender County, North Carolina. Also, please
reference the Mitigation Banking Instrument (MBI) executed on June 5, 2013, the July 18, 2016
credit release letter, and my February 28, 2017 onsite meeting with Christian Preziosi and Corey
Novak of Land Management Group, Inc.
In review of the vegetation data, monitoring results are showing the density of planted
species well exceeding the 320 trees per acre at the end of three years as required in Success
Criteria #1. Additionally, as stated in the July 18, 2016 letter, the suitable volunteer species
present in the riparian/headwater forest system are considered acceptable to compensate for the
50% mortality in Plots 1 and 3. All vegetation performance standards have been met for the third
year of monitoring.
For the hydrology results, most of the wells conclusively met the established success
criteria. However, there remain some concerns in the inability to conclude with confidence that
certain wells (5, 21, 23, 24, 30, 31, 38, 40, E3, Al & 3, B3 and Dl & 3), which have been
previously mentioned in past correspondence, are meeting the performance standards during
normal precipitation conditions of the growing season. At this time, our office has determined
that the identified wells have meet the performance standards for hydrology, but will continue to
closely monitor their progress.
Our office, in coordination with the Interagency Review Team (IRT), concurs that Task 5.0
in Tables 4A, 4B and 4C of the MBI has been fulfilled. The completion of this task results in the
mitigation credit release of 10% (or 0.1 credit) of riparian non-riverine wetland credits, 10% (or

143 linear feet) of stream credits, and 20% (or 178.6 credits) of non -riparian wetland credits. To
date, this brings the total release to 1.6 credit of riparian non-riverine wetlands, 1729 linear feet
of stream credits, and 644.2 credits of non -riparian wetlands. These totals include all
preservation credits shown in Table 4D of the MBI.
Please be reminded of your obligations pursuant to the June 5, 2013 MBI; and to continue
maintenance inspections of the armored ditch plugs and check dams within the Bank in order to
evaluate the condition and stability of each structure in perpetuity. Should you have any
