Please summarize any findings resulting from this review: In August 2016 the James A. Loughlin WWTP
experienced upset conditions that resulted in elevated BOD levels in the effluent. This resulted in an exceedance
of both a weekly and monthh, BOD limits and an NOV was issued. This was thouLht to be a result of wastewater
accepted through the CFPUA Pretreatment Program from Southeast Response and Remediation., This has been the
only significant exceedance from this facility in the last 3 years.

Comment: The WVVTP appears very clean and well maintained. Operations staff use the Operator 100
database management system for process control, monitoring and compliance purposes.
An on-site laboratoperforms all process control testing needed and inputs this data into
the Operator 100 system on a daily basis. The CFPUA laboratory forwards all compliance._
sampling results to the staff on a daily basis.

Comment: The aeration basin is comprised of four ( 4) treatment trains with eleven ( 11) cells each, the
basins have dissolved oxygen and PH probes at locations in each train. Currently the
dissolved oxygen levels are maintained near 1.0 mg/I at the inlet, 2.0 mg/I at the midpoint
and at 3.0 mcg/I at the outlet of the aeration basins system. MLSS and MLVSS sampling is
performed daily and the_primary control point for this system is the adjustment of wasting
rates. Typically sludge is wasted six (6) days per week.

operated and maintained under a contract with Synaaro Inc. When solids are digested and
thickened they are transported either to the M'Kean Maffitt (Southside) WWTP or directly to
