The Orange Water and Sewer Authority (OWASA) is proposing to modify the existing water line and stabilize the streambanks. Modification of the water line consists of removing the in -stream portion thereof, abandoning the portion of the water line beyond the stream, and installing a new line. The new water line will be buried for the majority of the length with a short section being supported on the substructure of the Lake Ellen Drive bridge over the stream, an unnamed tributary to Booker Creek. Bank stabilization work is proposed to include removal of the existing riprap, repairing areas damaged by erosion, and installing an imbricated stone wall along the stream bank. Replacement of the water line and repair of the bank stabilization measures require encroachment in one intermittent stream. Proposed impacts include 32 feet of temporary impacts associated with the bank stabilization and 15 feet of temporary impacts associated with dewatering for construction access. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site consists of an undeveloped area adjacent to Lake Ellen and Lake Ellen Drive. The site includes a reach of an unnamed tributary to Booker Creek, an intermittent stream. Adjacent properties consist of single-family residential development on wooded lots. 3b. List the total estimated acreage of all existing wetlands on the property: 0 - None present. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 75 feet 3d. Explain the purpose of the proposed project: The OWASA utility line is currently protected by riprap that was previously placed in the bed of the stream. Erosion of the riprap protection is occurring, leaving the pipe vulnerable to damage. The proposed project involves stabilization of the stream bank and modification of the water line. Proposed bank stabilization measures consist of rock cascades on each bank. The water line will be relocated to the Lake Ellen Drive bridge over the UT to Booker Creek. The water line is proposed to be installed below the roadway deck but above the bottom of the roadway support beams. Placing the water line on the bridge structure will prevent the pipe from exposure to stream flow. The existing pipe will be removed from the stream bed. 3e. Describe the overall project in detail, including the type of equipment to be used: The existing water line will be removed where it is within the stream channel and to a point five feet landward of top of bank. The remaining segments of the water line within the project limits will be abandoned in place. The proposed water line will be installed adjacent to and under existing roadways and mounted on the substructure of the existing bridge over the UT to Booker Creek. The existing riprap within the channel and along the banks will be removed. An imbricated stone wall will be constructed along the banks, extending approximately 3 feet below the elevation of the stream bed to four feet above the stream bed elevation. The proposed stone shall be placed within the footprint of the existing riprap. A pump -around system with coffer dams and a filter bag will be utilized during in -stream work to establish and maintain a dry work area and to minimize transport of sediment downstream of the work area. Disturbed areas will be graded to near existing elevations, except where repair of erosion damage is proposed. The disturbed areas will be reseeded and/or replanted, as appropriate, for permanent stabilization while retaining the required 10 -foot wide utility maintenance corridor and roadway right-of-way safety. Equipment that is expected to be used to perform the proposed work may include, but is not limited to, a backhoe, front end loader, temporary pump -around system, excavator, dump truck, flat-bed truck, and paving equipment. The channel was constructed as a spillway for Lake Ellen. D. Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Avoidance of all impacts is possibly only with the no -action alternative. The no -action alternative leaves the existing pipe at risk of damage and potential failure. The pipe is proposed to be elevated out of the stream, reducing the volume of non - natural material in the channel. Bank stabilization measures have been designed to be the minimum necessary to protect the stream channel from future erosion damage. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Coffer dams and a pump -around system will be utilized to establish and maintain dry work conditions for in -stream work. A filter bag will be part of the pump -around system to minimize sedimentation downstream of the work area. Endangered species identified via IPaC for the project area include dwarf wedgemussel, Michaux's sumac (historic), and smooth coneflower (historic). Visual assessment of the stream reach within the project area was performed, and the USFWS Dwarf Wedge Mussel Recovery Plan was reviewed. No population of dwarf wedgemussel has been identified within the Cape Fear River Basin, and the habitat conditions in the stream within the project area are not conducive to supporting a popoulation of dwarf wedgemussel. The two endangered plants are thought to be extirpated from Orange County. Soil requirements for each species are not met by the mapped soil unit within and surrounding the project area. 6.
