Orange Water and Sewer
Please find attached the Pre -Construction Notification (PCN) Application for the above referenced
project. The Orange Water and Sewer Authority (OWASA) is proposing to modify the existing water
line and stabilize the streambanks. Modification of the water line consists of removing the in -stream
portion thereof, abandoning the portion of the water line beyond the stream, and installing a new line.
The new water line will be buried for the majority of the length with a short section being supported on
the substructure of the Lake Ellen Drive bridge over the stream, an unnamed tributary to Booker Creek.
Bank stabilization work is proposed to include removal of the existing riprap, repairing areas damaged by
erosion, and installing an imbricated stone wall along the stream bank.
Replacement of the water line and repair of the bank stabilization measures require encroachment in one
intermittent stream. Proposed impacts include 32 feet of temporary impacts associated with the bank
stabilization and 15 feet of temporary impacts associated with dewatering for construction access. The
stream is an unnamed tributary to Booker Creek.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The site consists of an undeveloped area adjacent to Lake Ellen and Lake Ellen Drive. The site includes a reach of an
unnamed tributary to Booker Creek, an intermittent stream. Adjacent properties consist of single-family residential
development on wooded lots.
3b. List the total estimated acreage of all existing wetlands on the property:

3d. Explain the purpose of the proposed project:
The OWASA utility line is currently protected by riprap that was previously placed in the bed of the stream. Erosion of the
riprap protection is occurring, leaving the pipe vulnerable to damage. The proposed project involves stabilization of the
stream bank and modification of the water line. Proposed bank stabilization measures consist of rock cascades on each
bank. The water line will be relocated to the Lake Ellen Drive bridge over the UT to Booker Creek. The water line is
proposed to be installed below the roadway deck but above the bottom of the roadway support beams. Placing the water
line on the bridge structure will prevent the pipe from exposure to stream flow. The existing pipe will be removed from the
stream bed.
3e. Describe the overall project in detail, including the type of equipment to be used:
The existing water line will be removed where it is within the stream channel and to a point five feet landward of top of
bank. The remaining segments of the water line within the project limits will be abandoned in place. The proposed water
line will be installed adjacent to and under existing roadways and mounted on the substructure of the existing bridge over
the UT to Booker Creek.
The existing riprap within the channel and along the banks will be removed. An imbricated stone wall will be constructed
along the banks, extending approximately 3 feet below the elevation of the stream bed to four feet above the stream bed
elevation. The proposed stone shall be placed within the footprint of the existing riprap. A pump -around system with
coffer dams and a filter bag will be utilized during in -stream work to establish and maintain a dry work area and to
minimize transport of sediment downstream of the work area.
Disturbed areas will be graded to near existing elevations, except where repair of erosion damage is proposed. The
disturbed areas will be reseeded and/or replanted, as appropriate, for permanent stabilization while retaining the required
10 -foot wide utility maintenance corridor and roadway right-of-way safety. Equipment that is expected to be used to
perform the proposed work may include, but is not limited to, a backhoe, front end loader, temporary pump -around
system, excavator, dump truck, flat-bed truck, and paving equipment.

a spillway for Lake Ellen.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Avoidance of all impacts is possibly only with the no -action alternative. The no -action alternative leaves the existing pipe at
risk of damage and potential failure. The pipe is proposed to be elevated out of the stream, reducing the volume of non -
natural material in the channel. Bank stabilization measures have been designed to be the minimum necessary to protect the
stream channel from future erosion damage.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Coffer dams and a pump -around system will be utilized to establish and maintain dry work conditions for in -stream work. A
filter bag will be part of the pump -around system to minimize sedimentation downstream of the work area. Work will be
performed from non jurisdictional areas to the extent feasible in order to minimize impacts to waters of the US. Erosion and
sediment control measures, including silt fence and Best Management Practices, will be implemented and maintained for the
duration of construction acitivities.

Endangered species identified via IPaC for the project area include dwarf wedgemussel, Michaux's sumac (historic), and
smooth coneflower (historic). Visual assessment of the stream reach within the project area was performed, and the
USFWS Dwarf Wedge Mussel Recovery Plan was reviewed. No population of dwarf wedgemussel has been identified
within the Cape Fear River Basin, and the habitat conditions in the stream within the project area are not conducive to
supporting a popoulation of dwarf wedgemussel. The two endangered plants are thought to be extirpated from Orange
County. Soil requirements for each species are not met by the mapped soil unit within and surrounding the project area.

STREAM BANK STABILIZATION
1. CLEAR FOR PERIMETER SEDIMENT CONTROL DEVICES TREE PROTECTION
FENCING, AND/OR SILT FENCE. INSTALL DEVICES AND FENCING.
2. ALL STREAM WORK IS TO BE COMPLETED "IN THE DRY." INSTALL STREAM
PUMP -AROUND AND SAND BAG COFFER DAMS AS DENOTED ON THE
CONSTRUCTION DOCUMENTS.
3. INSTALL PUMP -AROUND SYSTEM ONLY FOR AS MUCH LINEAR FOOTAGE OF
STREAM WORK WHICH CAN BE COMPLETED AND TEMPORARILY OR PERMANENTLY
STABILIZED IN ONE DAY. PUMP-AROUNDS ARE ONLY TO BE OPERATED DURING
NORMAL WEEKLY CONSTRUCTION BUSINESS HOURS AND SHALL NOT BE
OPERATED OVERNIGHT OR DURING STORM EVENTS.
4. ALL WORK TO BE IMMEDIATELY STABILIZED WITH TOP SOIL, SEED AND COIR MAT
AS SHOWN ON THE CONSTRUCTION DOCUMENTS.
5. REMOVE AND RE -DEPLOY PUMP AROUND SYSTEM(S) AS NEEDED.
6. INSTALLATION OF PERMANENT VEGETATIVE PRACTICES MAY COMMENCE
IMMEDIATELY ASSUMING PROPER WEATHER CONDITIONS AND GROWING
SEASON.
7. CONTRACTOR TO SCHEDULE AND CONDUCT FINAL SITE WALK. AFTER APPROVAL
BY OWASA, THE AS -BUILT SURVEY MAY BE SCHEDULED.
8. WITH SEDIMENT CONTROL INSPECTOR'S PERMISSION, CONTRACTOR TO REMOVE
SEDIMENT CONTROL FEATURES, RESTORE ANY DISTURBED AREAS TO ORIGINAL
OR BETTER CONDITION AND DEMOBILIZE.
EROSION CONTROL NOTES
1. CONTRACTOR TO POST EROSION CONTROL PERMIT ON JOB SITE AS REQUIRED.
2. PERIMETER SEDIMENT AND EROSION CONTROL MEASURES SHALL BE IN PLACE
BEFORE ANY LAND CLEARING OR DISTURBANCE ACTIVITIES MAY BEGIN.
3. A RAIN GAUGE SHALL BE MAINTAINED IN GOOD WORKING ORDER ON THE SITE
UNLESS ANOTHER RAIN MONITORING DEVICE HAS BEEN APPROVED BY THE NC
DIVISION OF WATER QUALITY.
4. THE CONTRACTOR SHALL FURNISH AND INSTALL ALL NECESSARY EROSION
CONTROL MEASURES WHETHER OR NOT SHOWN ON THE PLANS TO PROTECT
ADJACENT CREEKS, RIVERS, ROADWAYS, ETC. FROM SILTATION AND EROSION.
5. CONTRACTOR SHALL NOTIFY THE STATE LAND QUALITY SECTION (919) 791-4200
AT LEAST 48 HOURS PRIOR TO START OF CONSTRUCTION TO SCHEDULE A
PRE -CONSTRUCTION MEETING.
6. CONTRACTOR STAGING/STOCKPILING AND PARKING AREAS SHALL BE CONFINED
TO AREAS WITHIN THE LIMITS OF CONSTRUCTION.
7. ALL EROSION MEASURES SHALL BE INSPECTED WEEKLY AND WITHIN 24 HOURS
AFTER EACH RAINFALL EVENT OF } INCH OR GREATER OF RAIN. MEASURES SHALL
BE REPAIRED OR REPLACED AS NECESSARY.
8. ALL EROSION CONTROL MEASURES SHALL BE CLEANED OF ACCUMULATED
SEDIMENT ONCE THE MEASURE HAS BECOME HALF FULL BY VOLUME.
9. SEDIMENT SHALL BE DISPOSED OF IN AN APPROVED MANNER SUCH THAT
FURTHER SEDIMENT TRANSPORT DOES NOT OCCUR. OFFSITE DISPOSAL AREA, IF
USED, SHALL HAVE ALL NECESSARY LOCAL AND STATE PERMITS.
10. ALL EXCESS SOIL RESULTING FROM INSTALLATION OF RAMPS SHALL BE REMOVED
FROM SITE BY THE CONTRACTOR. ANY SOILS TAKEN OFF SITE BECOMES THE
CONTRACTORS RESPONSIBILITY AND SHALL BE STOCKPILES AT LOCATIONS WITH
ALL REQUIRED STATE AND LOCAL PERMITS.
11. ALL EROSION CONTROL MEASURES SHALL REMAIN IN PLACE UNTIL ENTIRE SITE
IS COMPLETELY STABILIZED WITH VEGETATION AS PER SEEDING SPECIFICATIONS
AND SCHEDULE. ALL TEMPORARY EROSION CONTROL DEVICES ARE TO BE
REMOVED AFTER COMPLETE STABILIZATION HAS BEEN ACHIEVED.
12. THE CONTRACTOR SHALL RESTORE ALL DISTURBED AREA INCLUDING
DITCHES/SWALES TO ORIGINAL CONTOUR AND SLOPE AND TO ORIGINAL OR
BETTER CONDITION, EXCEPT WHERE NOTED ON THE CONTRACT DRAWINGS.
13. TOTAL ACREAGE DISTURBED = 0.14 ACRES.
1. EROSION CONTROL MAINTENANCE PLAN
ALL EROSION AND SEDIMENTATION CONTROL MEASURES SHALL BE INSPECTED
WEEKLY AND AFTER EACH RUNOFF PRODUCING RAINFALL. STRUCTURES THAT
SHALL BE INSPECTED INCLUDE:
2. SILT FENCE
ANY FABRIC WHICH COLLAPSES, TEARS, DECOMPOSES OR BECOMES INEFFECTIVE
SHALL BE REPLACED IMMEDIATELY. SEDIMENT DEPOSITS SHALL BE REMOVED
WHEN SEDIMENT BEHIND THE FENCE REACHES SIX INCHES.
3. SEEDING, FERTILIZING, AND MULCHING
SEEDED AREAS SHALL BE INSPECTED FOR FAILURE AND NECESSARY REPAIRS
AND RE-SEEDINGS SHALL BE MADE IMMEDIATELY, OR WITHIN THE SAME SEASON,
IF POSSIBLE.
4. CONSTRUCTION ENTRANCE AND EXIT
INSPECT CONSTRUCTION ROAD SURFACE REGULARLY, MAINTAIN IN A CONDITION
TO PREVENT SEDIMENT FROM LEAVING THE SITE, AND TOPDRESS WITH
ADDITIONAL STONE WHEN NEEDED. SWEEP EXISTING ROADWAY TO REMOVE ANY
ACCUMULATED SEDIMENT. SEDIMENT MAY BOT BE WASHED FROM ROADWAYS.
5. INLET PROTECTION
REMOVE SEDIMENT FROM AROUND INLET AFTER EACH STORM. CLEAN OR
REPLACE PROTECTIVE MEASURES AS NEEDED.
SELF INSPECTION REQUIREMENTS
THE SEDIMENTATION POLLUTION CONTROL ACT WAS AMENDED IN 2006 TO REQUIRE
THAT PERSONS RESPONSIBLE FOR LAND -DISTURBING ACTIVITIES INSPECT A PROJECT
AFTER EACH PHASE OF THE PROJECT TO MAKE SURE THAT THE APPROVED EROSION
AND SEDIMENTATION CONTROL PLAN IS BEING FOLLOWED. RULES DETAILING THE
DOCUMENTATION OF THESE INSPECTIONS TOOK EFFECT OCTOBER 1, 2010. THE
SELF -INSPECTION PROGRAM IS SEPARATE FROM THE WEEKLY SELF-MONITORING
PROGRAM OF THE NPDES STORMWATER PERMIT FOR CONSTRUCTION ACTIVITIES. THE
FOCUS OF THE SELF -INSPECTION REPORT IS THE INSTALLATION AND MAINTENANCE
OF EROSION AND SEDIMENTATION CONTROL MEASURES ACCORDING TO THE
APPROVED PLAN. THE INSPECTIONS MUST BE CONDUCTED AFTER EACH PHASE OF THE
PROJECT, AND CONTINUED UNTIL PERMANENT GROUND COVER IS ESTABLISHED IN
ACCORDANCE WITH NCGS 113A-54.1 AND 15A NCAC 4B.0131. THE SELF -INSPECTION

SEED BED PREPARATION
1. CONTRACTOR SHALL PREPARE ALL AREAS TO RECEIVE TEMPORARY OR
PERMANENT SEEDING MEASURES PRIOR TO PLANTING.
2. TOPSOIL SHALL BE PLACED IN AREAS TO BE SEEDED AND ROUGHENED WITH
TRACKED EQUIPMENT OR OTHER SUITABLE MEASURES. SLOPES STEEPER THAN
3:1 MAY BE ROUGHENED BY GROOVING, FURROWING, TRACKING, OR STAIRSTEP
GRADING, SLOPES FLATTER THAN 3:1 SHOULD BE GROOVED BY DISKING,
HARROWING, RAKING, OPERATING PLANTING EQUIPMENT ON THE CONTOUR.
3. SOIL AMENDMENTS INCLUDING, BUT NOT LIMITED TO, LIME AND FERTILIZER
SHALL BE SPREAD AS NECESSARY, AND AT THE RATES SHOWN IN THE SEEDING
SCHEDULE. SEEDING SHALL BE AS PER TYPE AND RATES SHOWN IN THE
SEEDING SCHEDULE. SEED SHALL BE BROADCAST AS SOON AS POSSIBLE
FOLLOWING ROUGHENING, BEFORE SURFACE HAS BEEN SEALED BY RAINFALL.
MULCHING AND TACKING AGENTS
1. MULCH MUST COVER A MINIMUM OF 80 PERCENT OF THE SOIL SURFACE AND
MUST BE SECURED BY TACKING, CRIMPING, OR NETTING.
HYDROSEEDING
1. HYDROSEEDING SHALL BE CARRIED OUT IN THREE STEPS. STEP ONE SHALL
CONSIST OF THE APPLICATION OF LIME. IN STEP TWO THE SEED MIXTURE SHALL
BE MIXED WITH THE FERTILIZER, WOOD CELLULOSE FIBER MULCH, AND ANY
REQUIRED INOCULANTS AND APPLIED TO THE SEED BED. STEP THREE SHALL
CONSIST OF APPLICATION OF TOP DRESSING DURING THE FIRST SPRING OR
FALL, WHICHEVER COMES FIRST, AFTER STEP TWO.
2. INGREDIENTS FOR THE MIXTURE AND STEPS SHOULD BE DUMPED INTO A TANK
OF WATER AND THOROUGHLY MIXED TO A HOMOGENEOUS SLURRY AND SPRAYED
OUT UNDER A MINIMUM OF 300-350 POUNDS PRESSURE, IN SUITABLE
PROPORTIONS TO ACCOMMODATE THE TYPE AND CAPACITY OF THE HYDRAULIC
MACHINE TO BE USED. APPLICATIONS SHALL BE EVENLY SPRAYED OVER THE
GROUND SURFACE. THE CONTRACTOR SHALL FREE THE TOPSOIL OF STONES,
ROOTS, RUBBISH AND OTHER DELETERIOUS MATERIALS AND DISPOSE OF SAME
OFF THE SITE. THE BARE SOIL, EXCEPT EXISTING STEEP EMBANKMENT AREA,
SHALL BE ROUGH RAKED TO REMOVE STONES, ROOTS, AND RUBBISH OVER
4 -INCH IN SIZE, AND OTHER DELETERIOUS MATERIALS AND DISPOSE OF SAME
OFF THE SITE.
3. NO SEEDING SHOULD BE UNDERTAKEN IN WINDY OR UNFAVORABLE WEATHER,
WHEN THE GROUND IS TOO WET TO RAKE EASILY, WHEN IT IS IN A FROZEN
CONDITIONS, OR TOO DRY. ANY BARE SPOTS SHOWN IN TWO TO THREE WEEKS
SHALL BE RECULTIVATED, FERTILIZED AT HALF THE RATE, RAKED, SEEDED, AND
MULCHED AGAIN BY MECHANICAL OR HAND BROADCAST METHOD ACCEPTABLE TO
THE OWNER.
