PROJECT SUMMARY: The proposal consists of expanding and reconfiguring the Carteret County public boating access at Town Creek in Beaufort. Field Investigation Report: NCWRC Page 3 of 3 have adequate spacing every 2' in order to promote flushing. The existing concrete riprap to the south of these ramps will be removed as a result of this project. The existing "T" dock is to be relocated landward of the USACE Federal Harbor of Refuge setback. The new fixed pier access will be 6' wide and 88' long. An eight foot long articulated gangway will connect to a new floating platform that will be 8' wide and 134' long. Beneath this new "T" dock, a rock sill is proposed immediately waterward of normal low water level. This rock sill will be 15' wide at the base and to sections totaling 80' long. The shoreline around the ramps will be stabilized with vinyl bulkhead. This bulkhead will be 132' in length and 2' in width. This bulkhead will approximate the normal high water level. Current soundings in the area range from -0' nlw down to -5' nlw. The 90' by 190' area of spoil from the resulting ramp construction activities will be contained on site, greater than 30' from nhw. There will be two additional upland concrete sidewalks. The northernmost sidewalk will connect the canoe/kayak launching area to the new restroom building. This sidewalk will be 5' wide and 270' long. The other 5' by 90' sidewalk to the south will connect the boat ramps to the picnic shelter. The existing restrooms will be demolished and relocated approximately 260' landward to the north. The restroom building willbe 10' by 18' and the picnic shelter will be 20' wide and 20' long. 11. Anticipated Impacts: As proposed, the ramp construction and shoreline stabilization will fill 4,550 square feet of shallow bottom. The new docks will shade 2,040 square feet of shallow bottom and 150 square feet of coastal wetlands. Grading and fill activities will disturb approximately 64,800 square feet of high ground. Town Creek is not Primary Nursery Area. No SAV were observed in the area and this waterbody is closed to shellfishing. Turbidity impacts should be short-term during construction. This proposal will be landward of the USACE Federal Harbor of Refuge setback and will not change the current usage of the property. The intended use is for improved public access of marine vessels in Carteret County. Ross Jr., Secretary NIEMORANDUM DATE: July 16, 2008 TO: Doug Huggett THRU: Tere Barrett FROM: Brad Connell `_ SUBJECT: Comments and Recommendations - CAMA Major Permit - Town Creek public boat ramp, Carteret County The following is my assessment and consequent recommendations of the above referenced proposal: This proposal will have minimal impacts since it is improving and reconfiguring the existing usage. The waters of Town Creek are closed to shellfish harvest. There is no submerged aquatic vegetation. This waterbody is not a Primary Nursery Area. This project will not pose a hazard to navigation. Assuming that state and federal agencies concur with the proposal, I recommend the project be authorized as proposed, contingent upon the following conditions: 1) No spoil material is to be placed within 30 feet of the normal high water line, except that which will be used to backfill the area behind the permitted bulkhead. 2) All excavated materials will be confined above normal high water and landward of regularly or irregularly flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any marsh or surrounding waters. 3) The temporary placement or double handling of excavated or fill materials within waters or vegetated wetlands is not authorized. 4) The bulkhead must be structurally tight so as to prevent seepage of backfill materials through the structure. 5) The fill material will be clean and free of any pollutants except in trace quantities. Metal products, organic materials, or unsightly debris will not be used. 6) This permit authorizes only the docks, piers, and other structures and uses located in or over the water that are expressly and specifically set forth in the permit application. No other structure, whether floating or stationary, may become a permanent part of this docking facility without permit modification. No non-water dependent uses of structures may be conducted on, in or over public trust waters without permit modification. 400 Commerce Avenue, Morehead City, North Carolina 28557 Phone: 252-808-2808 \ FAX: 252-247-3330 \ Internet: www.nccoastalmanagement.net An Equal Opportunity \ Affirmative Action Employer - 50% Recycled \ 10% Post Consumer Paper Town Creek boat ramp July 16, 2008 Page 2 7) The pier and associated structures shall have a minimum setback distance of 15 feet between any parts of the structure and the adjacent property owner's riparian access corridor, which is determined by drawing a line parallel to the channel, then drawing a line perpendicular to the channel line that intersects with the shore at the point where the upland property line meets the water's edge. 8) No attempt will be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to the authorized work. 9) The permittee will maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons the permitted activity without having it transferred to a third party. 10) This permit does not authorize the interference with any existing or proposed Federal project, and the permittee will not be entitled to compensation for damage to the authorized structure or work, or injury which may be caused from existing or future operations undertaken by the United States in the public interest. 11) The permittee must install and maintain at his expense any signal lights or signals prescribed by the U.S. Coast Guard, through regulation or otherwise, on the authorized facilities. At a minimum, permanent reflectors should be attached to the structure in order to make it more visible during hours of darkness or inclement weather. 12) In order to protect water quality, runoff from the construction must not visibly increase the amount of suspended sediments in adjacent waters. 13) The permitted activity will be conducted in such a manner as to prevent a significant increase in turbidity outside of the area of construction or construction-related discharge. Increases such that the turbidity in the waterbody is 25 NTU's or less in all saltwater classes are not considered significant. 14) A ground cover sufficient to restrain erosion shall be provided within the shorter of 15 working or 30 calendar days of completion of any phase of grading on cut or filled slopes. 15) Appropriate sedimentation and erosion control devices, measures or structures must be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, sand fence, etc.). 16) Any development or land disturbing activity that is considered non-water dependent is not authorized within 30 feet of the normal high water level unless specifically exempted by Coastal Resource Commission (CRC) regulations in place at the time of such development. Town Creek boat ramp July 16, 2008 Page 3 17) In order to avoid unreasonable danger to life and property, all development shall be designed and placed so as to minimize damage due to fluctuations in ground elevation and wave action in a 100-year storm. Cantilevered decks and walkways shall meet this standard or shall be designed to break-away without structural damage to the main structure. 18) Any building constructed shall comply with the North Carolina Building Code and the local flood damage prevention ordinance as required by the National Flood Insurance Program. NOTE: The building code or flood damage prevention ordinance may impose additional more restrictive requirements than the Division's standards for development in areas of environmental concern (AECs). NOTE: The permittee's contractor is advised to contact the U.S. Coast Guard at (910) 772-2220 to discuss operations and appropriate lighting, markers, etc. for all dredge equipment. NOTE: If the permittee discovers any previously unknown historic or archaeological remains while accomplishing the authorized work, he will immediately notify the District Engineer, Wilmington Branch, U.S. Army Corps of Engineers at (910) 251-4511, who will initiate the required State and Federal coordination. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (252) 808-2808 prior to the commencement of any such activity for this determination. The permittee is further advised that many non-water dependent activities are not authorized within 30 feet of the normal high water level. NOTE: This permit does not convey any rights, either in real estate or material. NOTE: Should either adjacent property be sold prior to the initiation of construction, the permittee shall be required to obtain a signed riparian corridor waiver from the new property owner prior to the placement of any structures within the 15 foot riparian corridor. The facility will be owned and maintained by Carteret County Parks and Recreation Department. c. Appiic ame Applicant Signature Project Narrative West Beaufort Public Boating Access Area Renovation Project Carteret County proposes to renovate its West Beaufort Public Boating Access Area located at the intersection of West Beaufort Road and Turner Street in Beaufort, North Carolina. The county has qualified and been granted funding for the majority of the renovation project in the amount of $523,000 through the North Carolina Public Beach and Coastal Waterfront Access Program, contract No. 507087. The project will be a cooperative effort between Carteret County and the North Carolina Wildlife Resources Commission. The county has requested the assistance of the NC Wildlife Resources Commission in the design, permitting, and construction of the County's West Beaufort Public Boating Access Area Renovation Project. The Commission has been authorized by Carteret County to act as its project agent. The project is located adjacent to Town Creek and a manmade canal. Town Creek is classified as SC waters and is within the White Oak Basin. Adjacent uses of Town Creek include Town Creek Marina, wet boat slips, commercial fish house, and a mooring field (COE Harbor of Refuge). The parcel is zoned B-3, marina business district. The proposed site has mixed vegetation to include coastal wetlands, upland grasses and shrubs, small coastal trees, and non-native grasses. The scope of the renovation project will encompass a comprehensive renovation of the existing public boating access area. Enhancements will include construction of a new motor boat launch facility consisting of two new double boat launch ramps, three fixed docks, and one floating dock. The existing launch ramp will be into a new handicap accessible canoe and kayak launch ramp with a floating ADA compliant courtesy dock. The existing bulkhead will be replaced with a timber and vinyl bulkhead. existing concrete rubble will be removed and replaced with planted marsh grass and rock sill. The existing "T" dock will be modified and renovated to provide gangway access to a new floating dock outside the Federal Harbor of Refuge. Upland improvements include re- configuring the parking and maneuvering areas to decrease the overall impervious surface area of the access area. These areas will be paved during renovation. Additional, upland improvements include the relocation and replacement of the restrooms and the addition of a picnic shelter. The existing concrete rubble, currently serving as, shoreline stabilization will be removed and replaced with a rock sill and planted native upland and marsh grasses in an effort to create shoreline habitat and increase the vegetative buffer to Town Creek. The total parcel size is 214,750 square feet (4.93 acres). The existing total impervious surface area of the site is 68,438 square feet and 32.13% of the total area. The proposed total surface area of the site is 54,744 square feet and 25.5% of the total area. There are 13,651 square feet of impervious area within the AEC or 15.5% of the total impervious area of 88,050 square feet. A Stormwater Permit (Permit No. SW8 071222) has been issued for the project. An Erosion and Sediment Control Plan will be submitted a minimum of 30 days before land disturbing activities begin. The Turner Street entrance will be closed as part of the proposed renovations and relocated on West Beaufort (SR 1170). The access road currently serving the Turner Street entrance will be removed and vegetative cover established. Future NCDOT Highway Transportation Improvement Plan (TIP) project number R-3307proposes to construct US Highway 70 as a 4-lane facility by widening West Beaufort Road and connect it to Radio Island via a bridge over Town Creek. Current highway project plans create a service road which will serve the boating access area in the future. Only minor modification to the site as proposed will be required at that time to provide continuing access. Bill Zaist, Carteret County Engineer, has overall oversight of the project construction, budget, and scheduling. NC Wildlife Resources Commission has agreed to fund and construct the boat launch ramps with associated docks and bulkhead renovations.
