2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
The Applicant intends to offset the loss of riparian wetland functional value that will take place as result of filling 0.39 -acre of
wetlands, with payment to the North East Cape Fear Umbrella Mitigation Bank (NECFUMB) for 0.50 -acre of riparian wetland
restoration credit and 0.30 -acre of non -riparian wetland restoration credit. In total, the Applicant is proposing 0.80 -acre of
wetland restoration credit for 0.39 -acre of wetland impact, a 2:1 mitigation -to -impact ratio. Once the USACE has approved the
mitigation proposal, a credit reservation letter will be submitted.

SEGi utilized the Natural Heritage Database to evaluate the site for Threatened and/or Endangered Species and their habitats.
There were no occurrences or Endangered Species (ES) and/or Designated Critical Habitat (DCH) identified within the project
boundary (see Appendix E). In addition, SEGi performed a visual inspection of the wetland impact areas, for common ES and
DCH found within this area, and found no evidence of either of either ES or DCH.

The Northeast Cape Fear Umbrella Mitigation Bank (Bank) is providing preliminary acceptance to supply
mitigation credits for impacts to non -riparian and riparian wetlands associated with the project located at
Sparrow Bend in Hampstead (Pender County, NC). The Bank does not currently have riparian wetland
credits in its inventory, but is anticipating a credit release in April 2017 that will include riparian wetland
credits. Please refer to the table below depicting the type and quantity of credits requested and reserved
for your project.
