The PCN is a proposal for a stream restoration. You have proposed a stream buffer and monitoring, however many stream restorations and buffers require maintenance during the monitoring period and in some cases the monitoring period is extended beyond the original proposed timeframe due to complications with the project. Now that I see the lot layouts, I realize that much of the stream buffer will be within one of the individual properties and I do not see how Oak Valley Assoc. Lmt would have the legal means to protect, monitor, replace or maintain the buffer as necessary for this restoration plan to reach success. Can you provide some further information to address this issue please. The attached site plan illustrates the surrounding features of the entire tract which, in turn, required lot layouts and proposed building pads as noted on the plan. • The project area site plan illustrating the property line descriptions for each lot. The plat for these lots has not yet been recorded. Please let me know if have any questions or require additional information. I understood that there was likely to be a different buffer vegetation proposal for that area but a fill slope close to a stream bank is of more concern and wouldn't be something we would see in a stream restoration proposal. • Russ, from on line GIS mapping it appears that this area is still under ownership of Oak Valley Assoc. Have the two proposed lots been subdivided? Would you please provide a map that shows the legal boundaries of these lots. As I mentioned, our consultant, S&ME, has completed their field work and is in the process of design iterations and preparation of narratives to accompany the final plan and report. In order for S&ME to finish their work and for the Project Partnership to complete their internal reviews of the draft report and plan narratives, I am requesting that the report submittal date to you and Mr. Thomas be extended to January 24, 2016. This two week extension should be sufficient for us to prepare a comprehensive submittal. I inspected the site last week and it is stable and inactive and will not be disturbed until final authorizations are received from you and Mr. Thomas.
