Via this submittal, Duke Energy Carolinas, LLC (Duke Energy) follows up on its letter of January
6, 2017 to provide the Federal Energy Regulatory Commission (Commission) an updated
outage schedule for its Catawba-Wateree Project (Project) Lookout Shoals Development.
Chronology
On November 18, 2016, Duke Energy Carolinas, LLC (Duke Energy) submitted to the
Commission advance notification of required Maintenance of the Normal Means of
Providing Minimum Flow (Scheduled) under the Catawba-Wateree Project license's
Maintenance and Emergency Protocol (MEP) Condition B.1. On November 30, 2016,
Duke Energy submitted supplemental information requested by the Commission.
On December 5, 2016, the Commission approved Duke Energy's maintenance and
mitigative measures and required Duke Energy to file a report with the Commission
within 15 days after the maintenance activities are concluded or by January 7, 2017,
whichever came first.
On January 6, 2017, Duke Energy advised the Commission:
1. On December 14, 2016, outage crews advised bearing damage on Junior Unit A
was worse than anticipated, including a crack on the flange of the bearing and
significant corrosion in the slots of the bearing requiring more extensive repair.
2. In addition, information received December 21, 2016, further changed the
outage schedule. During a call with contractors, some mobilization and safety
issues arose which required additional planning.
3. Duke Energy advised the Commission it would develop a new outage plan and
schedule and advise the Commission as soon as new outage dates are
determined.
4. Duke Energy solicited additional resource agency feedback via e-mails dated
December 14, 2016, December 21, 2016, December 23, 2016, and January 4,
2017. The agency responses received did not require additional consultation,

supported the proposed pulsing plan, and requested to review the newly
developed plans and outage schedule once established.
Updated Outage Scope and Schedule
Duke Energy now plans to initiate an outage to complete remaining work on March 13, 2017
and finish by April 7, 2017. The remaining work consists repairs and enhancements to intake
trash racks so that more of the flow passing through the junior units will be from higher
reservoir elevations, which has a higher dissolved oxygen content. This will improve Duke
Energy's ability to consistently comply with dissolved oxygen standards. Duke Energy
respectfully requests to file the previously -required outage flow report, including the time period
of previous outage work, with the Commission within 15 days after the outage is concluded. On
February 17, 2017, Duke Energy advised the resource agency representatives copied below of
this new outage schedule, continuation of mitigative measures, and the new time period within
which to submit the flow report and their responses are provided in Enclosure 1. Again,
resource agency responses do not request additional mitigative measures or consultation.
Operational Status of Lookout Shoals Development and Mitigative Measures
At the time of the January 6 notification, both Lookout Shoals Junior Units were out of service.
Since then the Jr Unit A bearing has been repaired and the unit is operable. Although the
ongoing drought persists in the Catawba-Wateree Basin (currently in Low Inflow Protocol Stage
1), Lake Norman's level has risen (now at 96.2 ft. local datum as of the date of this letter, up
from 94.4 ft on January 6) enabling Jr Unit B to operate more reliably. From now until the
rescheduled outage is over, whenever the required minimum flow cannot be released through
either Jr Units A or B to assure worker safety, Duke Energy will maintain its previously
approved operation pattern to supplement leakage by pulsing a large unit at least two times per
day.
