TxocoOrr, III SECRETARY The Noi1h Carolina Department of Transpo�4ation (NCDOT) is replacing the subject 3-span timber deck on steel beam bridge with a 3-span (1 @ 40'L, I�r 55'L, 1� 30'L) cored slab bridge. The bridge will be replaced on location using staged construction. This will require temporary impacts to the No�th Pacolet River in the form of a impervious dike and pennanent impacts to the river for rip rap stabilization near the st��ucture supports. This project was originally developed under the Low Impact Bridge program. Please find enclosed a PCN application, preliminary jurisdictional determination form, Section 106 screening forms, maps, plan sheets, photographs, and otlier supporting project information. D�varf-flowered heartleaf (Hexasrylis nmi�orn), white irisette (Sisyrinclrimn dicholonurnt), and northern long-eared bat (NLEB, Myotis septenh•ionnlis) are the federally-listed species that have current records in Polk County. According to the USFWS, dwarf-flowered heartleaf habitat is typically "acidic soils along bluffs and adjacent slopes, in boggy areas next to sheams and creek heads, and along the slopes of nearby hillsides and ravines." Because of stage consh•uction and a 90° degree skew, most disturbances for the bridge replacement will be within or near tlie existing maintained right-of- way. These areas are mostly covered with thick herbaceous and slulib vegetation that would not be ideal for liea�tfea£ Dwarf-flowered heartleaf plants were not observed during site visits. Wl�ite irisette habitat includes mid-elevation slopes with open dry to mesic oak-hickory forest, typically on rocky steep terrain with shallow neutral to basic soils. The area near the bridge is poorly suited for white irisette because it is at a low elevation, not on a slope with appropriate soil conditions, and has deuse undeistory vegetation. And, this plant was not seen during site visits. NLEB are known to roost in caves and mines in winter and, in summer, on trees with sloughing bark or on structures, including concrete bridges Hiat retain heat. The esisting bridge is a low timber structure tl�at should be too cool for bat roosting. During the field scoping and subsequent site visits, we did not see any evidence that bats were using the bridge for roosting (i.e. staining or guano). There will be drilling and pile driving associated with the project, but there are no caves visible nearby and no underground mines within several miles according to USGS data. This project will require the removal of approsimately 6 trees, but none of the trees appear to be suitable for bat roosts. Moreover, there are no "red HUCs" for NLEB hibernacula or matemity roost sites in Polk Cotmty and the nearest "red HUC" is about l0 miles north of the project HUC in Henderson County. The project is limited in scope to the replacement of a bridge with a bridge on an existing roadway alignment. Erosion and sedimentation control measures will be used to minimize adverse effects of the work on aquatic liabitats. Habitats for listed species are lacking at the project site and none of these species were observed during field visits. For these reasons and those discussed above, we recommend tl�at a determination of "no effecY' on listed species apply to this project. This project was reviewed by NCDOT's Human Environment Unit in 2012 for potential effects to historical architechire and archaeology. Surveys were not ��equired (see attaclied forms). NCDOT best management practices will be used to miniinize and control sedimentation and erosion. The const�vction foreman will review all measures daily to ensure erosion and sedimentation are being effectively controlled. Poorly functioning devices �vill be maintained quickly. Impacts to Waters of the United States North Pacolet River (DWQ Class: C) is shown on the USGS topographic map as a peremiial stream and has a channel approximately 30' wide witli a sand bed. The North Pacolet River flows into South Carolina where it eventuallyjoins the Broad River, wl�ich meets the definition of a Traditional Navigable Water. For these reasons, we believe North Pacolet River is a Relatively Pe�manent Water and is under tl�e jurisdiction of the U.S. Army Corps of Engineers.
