The application narrative (letter and SMP) states that no sills will be placed in the low flow barrels, but the narrative in
Detail 1 (Notes 1 and 3) imply that low flow sills will be added. I agree that sills would not likely be needed in the
baseflow barrels on this one because of the flat grade, but Detail 1 counters that. Which will it be?
