This project meets the documentation requirements and approval procedures under NEPA, as defined by FHWA, for Low Impact Bridge Replacements. This project meets the standards of NCDOT's Minimum Criteria Rules. The existing 26' long X 20' wide, single span, timber deck on I-beams supported by timber caps, concrete encased timber piles bridge is structurally deficient and will be replaced with a new, single span 65' L X 30' W, cored slab, single span bridge at the same location. An offsite detour will be utilized during construction. The project involves no wetland impacts (there are no wetlands adjacent to the project or within the project boundaries), 48 linear feet of permanent stream impacts (associated with bank stabilization), no temporary impact and 5,728 square feet of Neuse River Riparian buffer impact (3,605 sq. ft. Zone 1 and 2,123 sq. ft. Zone 2) which are listed as "allowable" per the Neuse River Riparian Buffer Rules Table of Uses. All other stormwater is discharged into a existing ditches at non-erosive velocities. Please note the presence of an existing 15" RCP which will be replaced in place and outlet at the top of the bank to the stream, just as it currently does. Robert Lepsic surveyed the stream within the project boundary for the presence of preferred habitat for the Dwarf Wedgemussel (Alasrnidonta heterodon) and determined that moderate habitat existed, however, no mussels were observed during the April 8, 2016 site visit. Additionally, there are no NHP records of dwarf wedemussel occurring within 1 mile of the project site. Further, these findings were submitted to Gary Jordan with USFWS and he concurred with the "no efFect" determination. Habitat surveys for Michaux's Sumac and Smooth Coneflower were conducted on June 28, 2016 and determined that there is habitat for the named species, however, no specimens were present within the project area; therefore the biological conclusion is "No effect, Habitat present". The Bald Eagle is protected in every county in North Carolina under the Bald and Gold Eagle Protection Act; however, no suitable feeding/water source is located within one mile of the project study area to support Bald Eagle habitat. Also, Mr. Gary Jordan (USFWS). recently released the Programmatic Conference Opinion (PCO) for the recently listed Northern Long Eared Bat (NLEB). This opinion, states in part, that "... it is the Se�-vice's conference opinion that NCDOT activities in eastern North Carolina (Divisions 1-8), as proposed, are not likely to jeopardize the continued existence of the NLEB.
