The analysis still is lacking primarily in terms of the economic practicability. Much in the same light as Swansboro Park I'm going to get the required ROI for the development and a breakdown of the needed lots to support the determination that fill on all 14 and subsequent sale is required in order to make the project feasible. Thank you and let me know if you have any questions. Additionally just in terms of logistics and formatting when you submit additional information or clarification to the 404 (b)(1) please do so in the document itself. In other words please submit a revised 404(b)(1) instead of the question and answer format that has been done recently. In makes it difficult to piece things together especially in the event that it becomes permitted and we draft the EA. Thanks David. This email constitutes a Request for Additonal Information and an adequate response is required within 30 days otherwise the application will be withdrawn Project Purpose and Need The project purpose as it pertains to the 404(b)(1) guidelines is not accurate, please revise this statement The project need is not accurate, please given a sufficient statement on the project need, not wetlands impacts 2. Alternatives The No Action alternative describes that not developing the lots would not be economically feasible. This will need to be clarified and supported with sufficient documentation to justify the statement. Additionally this analysis will need to support why all, and not just a portion of the proposed lots are needed. Additionally what measures were analyzed that would make the lots potentially buildable without filling in of jurisdictional waters. Within the construction techniques alternatives section several sections exclude certain design due to cost. This will need to be supported with sufficient documentation as well.
