Bulk -storage facilities have potential to discharge turbid effluents. Considering that North Carolina has
established standards for Turbidity relevant to your facilities receiving -stream classification. Monitoring
and permit limits are deemed appropriate to evaluate effluent compliance for saltwater [NCAC 02B.
0211(19)]. For the latest permit renewal, Footnote 4 was added to the effluent pages [Part I, A. (1.) & A
(2.)] for Outfalls 001 & 003 at follows:
Turbidity — Effluent turbidity shall not cause receiving -stream turbidity to exceed 25 NTU. If
background turbidity naturally exceeds 25 NTU, the effluent shall not cause background turbidity to
increase. Any discharge exceeding this permit limit will require sufficient instream sampling
(upstream and/or downstream) to verify compliance (effluent vs. background). [NCAC 02B.

For January monitoring, the Wilmington Regional Office was contacted regarding Turbidity results for
Outfalls 001 & 003 that were greater than 25 NTU. Pursuant to Footnote 4, instream sampling will be
required to verify compliance. Please note that Instream monitoring should be conducted at the same
frequency as the effluent monitoring. The Division will update our database to add instream monitoring
with the following locations designated as Outfalls for the purpose of reporting in eDMR:
Outfall 004 — a location no less than 50 -ft upstream of Outfall 003
Outfall 005 — a midpoint between Outfalls 001 & 003 located no less than 50 -ft downstream of
Outfall 003 and no less than 50 -ft upstream of Outfall 001
Outfall 006 — a location no less than 50 -ft downstream of Outfall 001.
