Project Description: The NCDOT proposes to replace Bridge No. 431 on SR 2719 (High Rock Road)
over an Unnamed Tributary of Reedy Fork in Guilford County. Bridge No. 431 was built in 1963, and is
considered to be in poor condition; therefore, it has been selected to be replaced under the State Funded
Bridge Replacement Program-Design-Build Year 4 Express Design-Build. There may be minor ditch-
line impacts, and an off-site detour is to be used during construction. The Area of Potential Effects (APE)
will measure approximately 75 feet to either side of the centerline of the roadway/bridge and 300 feet
from either end of the bridge. Based on these measurements and the size of the existing bridge, the APE
measures approximately 90,635 square feet or about 2.08 acres, inclusive of the existing roadway and the
existing structure to be replaced.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
A map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday,
September 19, 2014. An archaeological survey at this particular bridge location has never been
conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the proposed
project. Given the complexity of Guilford County soil stratigraphy, a reconnaissance of the project area
was conducted on Monday, October 13, 2014. Digital copies of HPO's maps (Ossipee Quadrangle) as
well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Tuesday,
October 14, 2014. There are no known historic architectural resources within the vicinity of the project
area that may have intact archaeological deposits within the footprint of the proposed project. In addition,
topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs
were utilized and inspected to gauge environmental factors that may have contributed to historic or
prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural,
hydrological, and other erosive-type disturbances within and surrounding the archaeological APE.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
This is a State-funded project that will require a Federal permit as well as permanent and temporary
easements. The location of such easements is not known at this time; however, all proposed project
activities are to take place within the proposed APE, defined as 75 feet to either side of centerline and 300

measures 60 feet wide, there may be environmental impacts beyond what is currently owned/maintained
by the NCDOT. From an environmental perspective, the APE consists of the rolling and undulating
terrain characteristic of the North Carolina Piedmont, and is composed of several soil types: Appling
sandy loam, 6-10% slopes (ApC), Congaree loam (Co), and Cecil sandy clay loam, 6-10% slopes, eroded
(CeC2). Of note are a variety of eroded soils just beyond the APE: Cecil sandy clay loam, 2-6% slopes,
eroded (CeB2), Enon clay loam, 2-6% slopes, eroded (EoB2), and Mecklenburg sandy clay loam, 2-6%
slopes, eroded (MhB2). Although one previous "project" abutting the APE has been reviewed by the
Office of State Archaeology (OSA) far its potential to impact archaeological resources, the nature of that
project would suggest that there were no ground-disturbing activities involved (ER 97-8530 [Farm
Service Agency]); therefore, there have been no comparable properties reviewed and/or impacted within
the proposed project's vicinity. Known archaeological sites in this corner of Guilford County tend to be
located along major waterways like Reedy Fork and Buffalo Creek, both of which are located south of the
project area. Given the degree of eroded soils surrounding the APE, a reconnaissance of the project area
was conducted in order to gauge whether erosion has spread any farther since the current recarded soil
conditions are reflective of the 1977 Guilford County Soil Survey. Soil columns were taken at 30-meter
intervals along the perimeter of the APE within areas of what was observed as moderate archaeological
potential. Unfortunately, soil conditions have worsened over the past 37 years with erosion creeping
closer to the drainage in question; soil strata above the naturally-occurring clay subsoil are severely
deflated. With the expansion of erosion and the presence of hydric soils within the APE, it is believed
that the project area, as depicted, is unlikely to contain intact and significant archaeological resources.
Based on the information above, there should be no archaeological survey required for this project. If
design plans change or are made available prior to construction, then additional consultation regarding
archaeology will be required. At this time, no further archaeological work is recommended. If
archaeological materials are uncovered during project activities, then such resources will be dealt with
according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's
Archaeology Group.
