-the State of North Carolina,having been authorized to observe(periodically/weekly/full time)
the construction of the modifications and improvements to the Marshall Steam Station Flue Gas
Desulfurization WWTP,located at the intersection of NC Highway 150 and NCSR 1841 in
Catawba County,hereby state that,to the best of my abilities,due care and diligence was used in
the observation of the following construction - - - • ' - - .
, Installation of a new 6-way inlet flow splitter box; 8-inch gravity distribution piping;,six
' (6)Vertical Flow Wetlarids for selenium iernoval(to replace existing'wetland cells IA,
113 and 1C)designated as VFW cells 1A, IB, IC, 1D, 1E and IF,with each,cell
consisting of a geosynthetic clay liner, 18 inches of liner cover material, 15 inches of
coarse underdrain material with 8-inch perforated pipe,and 3.75 feet of spent mushroom,
compost(97,500 ft3); 18-inch and 24-inch gravity drain pipe to a new 3-way outlet flow
splitter box; 12-inch gravity drain pipe to existing 2A,213 and 2C wetland cells;and
removal of the temporary 18-inch HDPE gravity bypass pipe between the equalization
basins and wetland cells 2A,213,and 2C(installed under ATC4f004987A03,issued
February 18,2010);in conformity with the project plans,specifications,and other
supporting data subsequently filed and approved by the Department of Environment and
Natural Resources.
I certify that the construction of the above referenced project was observed to be built within ‘-39 4 .
substantial compliance and intent of the approved plans and specifications.
