Project Summary: The proposed project is a major modification to active CAMA major permit 137-11. The applicant is requesting to reconfigure the existing 2 -slip docking facility, add a floating kayak launch to the northwest of the existing pier and excavate around the proposed kayak location and the area enclosed by the existing footprint of the development area. Narrative Description: The Blue treasure LLC (Beaufort East Village, community dock) project is located at 2203 Front St. in the Town of Beaufort, Carteret County. The site is found by turning right off of Hwy 70 East onto Live Oak Street. Follow this road to the stop sign then turn left (east) onto Front Street. Follow Front Street for approximately 6,400' to the site (located on the right). It is not located within the Beaufort Historic District or the National Historic District. The property located along Taylors Creek, (2203 Front Street) is 20,560 square feet (.472 acres) in its entirety. The average elevation of the tract is 8' above nhw and is developed with an existing bulkhead, fence, pier, dock, tie pilings and two existing slips. The project is adjacent to single family homes to the east and west along Taylors Creek. The shoreline along the Taylors Creek section has been stabilized by an existing bulkhead and is bordered by coastal wetlands. The bottom composition is mostly silt and sand. The coastal wetlands along Taylors Creek is comprised mostly of Smooth Cordgrass (Spartina alterniflora), Salt Meadow Grass (Spartina patens) and Black Needlerush (Juncus roemerianus). The Division of Water Quality classifies the waters of Taylors Creek as SC, is not designated as a Primary Nursery Area and closed to the taking of shellfish. The Town of Beaufort's Land Use Plan classifies this area as low and medium density residential with Conservation within the AECs. There are no shellfish resources in the area. 10) Proposed Development: The -applicant wishes to improve the existing 2 -slip docking facility as well as dredge along the west side of the existing pier. As an amenity to the previously permitted subdivision, the applicant is proposing the addition of a 12' x 36' (432 sf) floating platform at the south end of the existing pier and platform. It would be located within one of the existing slip areas. There are three existing pilings that would be removed as well. The platform would be located one to three feet landward (north) of the USACOE channel setback and would be accessed via a gangway and a 5.5' x 6' platform. All portions of the floating platform would be a minimum of 15' from the riparian access lines. The applicant is also proposing a kayak launch on the north west end of the existing pier. It would extend from the existing bulkhead via a gangway. The gangway would intercept a 6' x 18' (108sf) floating platform. There would be three 4' x 12' (48 sf each) finger piers as well. This would designate two kayak slip areas. The kayak launch would be stabilized by cables and rods that would extend 16' waterward from the existing bulkhead. There would be a total of 4 slip areas (2 existing and 2 new) for the property. The final portion of this project modification is to excavate within the kayak launch area as well as the development footprint waterward of this area. (west side of existing pier). The existing water depths area average of .5' nlw with connecting depths of —6' plus. The applicant is proposing a 34' x 127' x -3'nlw (final depth) excavation footprint. The disposal area would be located at 790 HWY 101 in Beaufort NC. 9) Anticipated Impacts: There would be no impacts to coastal wetlands or Public Trust/ Estaurine Waters with the proposed development. All excavation would be a minimum of 5' from the edge of coastal wetlands. The excavation within Taylors -Creek would temporarily disturb 4,318 ftz of shallow sand and silt bottom habitat and remove 399 cubic yards of material from the system. The increases in suspended sediment and turbidity levels from the dredging will be temporary, occur while the dredging operation is taking place and would be minimal given the sand/silt bottom composition. Maintenance excavation would likely occur as needed to maintain the operation of these areas. The proposed platform and proposed kayak launch would remain within the previous development footprint area. The proposed floating platform would not exceed a maximum distance of 161' from the marsh edge. The proposed platform addition and the proposed kayak launch area would shade and incorporate a total of 801 ft' of open water and has the potential to cause temporary turbidity during construction. There is the potential for side -to docking at the waterward (south) end of the proposed floating platform for loading and unloading. The proposed stabilization cables and rods extending from the bulkhead to the proposed kayak launch have the potential to cause a navigation issue by kayaks or smaller john boats due to the low height above nhw. Styron Date: 2/14/17 Office: Morehead City -- CAMA Major Permit Application - Project Narrative Beaufort East Village Community Dock Improvements 2203 Front Street, Beaufort, Carteret County, North Carolina Blue Treasure, LLC — owner/applicant August 9, 2016 Purpose: With this application, Blue Treasure, LLC, requests improvements to the existing Beaufort East Village community dock. Beaufort East Village is an approved planned unit development in the Town of Beaufort located north of Lennoxville Road, between Lennoxville Road and Turner Creek. A common area parcel (Carteret Parcel 730508989229000) located at 2203 Front Street and with riparian rights to Taylor Creek provides water access for the subdivision. The parcel currently contains an existing fixed pier, fixed finger pier and fixed dock. The addition of more easily accessible floating docks is proposed in this application. Existing Conditions: The common area lot is approximately 0.5 acres in size and is maintained as a grassed lawn with landscaped shrub beds. Fencing with a gate and wooden decking also exist. Existing water - dependent structures include bulkheading, a fixed pier, a fixed finger pier, and a fixed dock with three mooring pilings. A narrow fringe of Spartina alterniflora is present waterward of the bulkhead and is approximately 10 feet in width. Waters of Taylor Creek are designated as "SC waters" by the NC Environmental Management Commission. Water depths within the riparian corridor of the property average -0.5' normal low water (NLW) until approximately 120 feet from the bulkhead, when water depths drop quickly to more than -12' NLW at the existing fixed dock. The existing pier is approximately six feet in width and extends 185 feet from the bulkhead. An "L" shaped fixed dock at the terminal end is eight feet wide by 36 feet long. Three mooring pilings are located approximately 12 feet waterward of the "L" dock and are aligned at the federal channel's structure setback. A single finger pier (fixed) also exists. A residential boat ramp exists on the adjacent property to the west, and access to the ramp is through this property's riparian corridor. Proposed Improvements: The addition of two floating docks are requested for easier access. A floating dock would be added waterward of the existing "C dock. The three existing mooring pilings would be removed and the waterward edge of the floating dock would be aligned along the former piling locations. Therefore, there would be no increase to the footprint of existing water -dependent structures or their extent into the waterbody. The terminal floating dock would be 12 feet wide and 36 feet long and would be accessed from the existing structure by a ramp with a five and a half by six foot fixed ramp platform. A second floating dock structure is proposed for a kayak launch. The kayak dock would be located just west of the existing pier and would be accessed by a ramp from the bulkhead. Cables or rods are proposed to extend from the bulkhead to the floating dock to stabilize the dock and eliminate the need for structural pilings. To access the kayak dock, which is sited to fit within the riparian corridor, dredging is requested to a depth of -3' NLW. Proposed dredging would tie into the existing -3' NLW contour. The dredge area is approximately 127 feet by 34 feet in size, and 3 cubic yards is the anticipated dredge volume. The dredging contractor has identified property located at 710 Hwy 101, Beaufort as the spoil disposal location. Dredging would be done using a bucket to barge or clamshell method. Once dewatered on the barge, the sandy bottom material will be transported by truck to the disposal location.
