According to North Carolina NHD High Resolution map from USGS, there are 18 intermittent and 5
perennial streams at Lake Reidsville. From the data available on this resource, there is an estimated
2,000 feet of intermittent and perennial streams on property owned by City of Reidsville at Lake
Reidsville
3e. Explain the purpose of the proposed project:
To create a natural surface recreational trail approximately 1,300' in length and 3' - 4' width. Of that, only
approximately 350' of the trail will be in either Zone 1 or Zone 2.
3f. Describe the overall project in detail, including the type of equipment to be used:
A professional landscape designer and trail builder will design approximately 1,300 feet of trail using the
"50 Percent Rule" (trail grade, or steepness, will not exceed half the grade) and the "10 Percent Rule"
that overall grade will be 10 percent or less. Trail design/builder will rough cut the trail, and hand
finishing will be accomplished by trained volunteers under supervision of trail design/builder. A mini -
excavator and hand tools such as rogue hoes, and a mini excavator designed for trail building. The
mini -excavator will not be used in Zone 1 or Zone 2; those sections of trail will be hand built.

submitting it as designated Mountains to Sea Trail. This first quarter mile is the minimum amount of
feet needed in order to gain that designation. Other sections of trail may not have to be constructed
with Zone 1 and 2; and therefore may not require Buffer Authorization.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Trail will be designed and constructed with sustainable trail building techniques. As mentioned above,
professional landscape designer and trail builder will design approximately 1,300 feet of trail using the
"50 Percent Rule" (trail grade, or steepness, will not exceed half the grade) and the "10 Percent Rule"
that overall grade will be 10 percent or less. Trail design/builder will rough cut the trail, and hand
finishing will be accomplished by trained volunteers under supervision of trail design/builder. A mini -
excavator and hand tools such as rogue hoes, and a mini excavator designed for trail building. The
mini -excavator will not be used in Zone 1 or Zone 2; those sections of trail will be hand built.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction
techniques. No trees defined as "high value" trees in Section 2 of the "Jordan Water Supply Nutrient
Strategy: Protection of Existing Riparian Buffers" will be removed, and the trail will be "designed,
constructed, and maintained to maximize nutrient removal and erosion protection, and to minimize
adverse effects on aquatic life and habitat, and to protect water quality to the maximum extent
practical" by hand building the sections of trail that must be built in Zones 1 and 2 through minimal
disturbance of vegetation and minimal displacement of soil. Trail design/builder will avoid "fall line" trail
that takes the shortest route down a trail and allows shedding water to expose roots and create
gullies. Trail tread will always be slightly higher on one side in order to allow water to drain properly.
