Jeff and I have been working with AECOM concerning this proposed impact. Actually, Todd Tugwell met us out there
about 2 weeks ago to discuss as well. It appears that the work will occur within the existing sewer easement. The only
proposed impacts will be discharge of water into the conservation easement for the contractor to work. The impacts to
the conservation easement as proposed and discussed in the field should be minimal. There shouldn't be a need for a lot
of planting if any beyond stabilization.
We have requested that AECOM/City of Raleigh make a right of entry request for the discharge. Other than that, DMS
doesn't have any issues moving forward. Todd didn't indicate the IRT would have much heartburn either. You may
should reach out to Jamie Lanstinger just to get the USACE's take on the 404.

Hey Jeff,
I understand that you are the project manager for the Richland Creek Stream Restoration Project, therefore, I am
reaching out to you regarding the PCN application we received from the City of Raleigh to repair a sanitary sewer in close
proximity to this project. I have attached an exhibit submitted by the City of Raleigh as part of their PCN application. This
exhibit shows where their anticipated impacts are. It appears that some of the impacts associated with the repair will
occur slightly within the DMS CE boundary and within buffer restoration areas proposed for assets. I have also attached
the site map that was provided to DWR with the Year 5 Monitoring Report from DMS. It shows that there could be an
overlap between the buffer restoration areas and the proposed impact area
Please answer the following questions for me:
1) Based on Exhibit 1, does it appear that the impacts will encroach within the DMS CE boundary and where buffer
assets are being proposed?
2) If yes, is DMS satisfied with the planting plan submitted with the PCN (see attached) considering project closeout
is proposed this Spring?
