Dear Sirs:
As you are aware, the North Carolina Department of Transportation (NCDOT) is constructing
improvements to US 17 from SR 1330/SR 1439 south of Belgrade to the New Bern Bypass. Permits for
this project were issued in 2015, and the project was let to construction on June 16, 2015. The NCDOT is
requesting a permit modification to allow for changes the contractor wants to make at permit Site 3 on
Goshen Branch northeast of Pollocksville on section R-2514D (sheet 9 of the highway plan sheets).
The contractor, Mountain Creek Contracting, would like to use a bypass channel to build a culvert. If
allowed to proceed, this will minimize environmental impacts to one channel change as well as speed up
production. They are requesting that the permits and erosion control plans be revised to reflect the
attached revised plan sheet 9 for R-2514D.
The NCDOT hereby requests approval of this proposal by modifying the project permits as appropriate.
