JAY ZIMMERMAN Director RECEIVEDINMCDEQ019R 'FEB 4 2017 VVatet Quality perr^tttAng Section On January 26, 2017, Min Xiao and Ron Boone of this office met with Mr. Elijah Williams, Mr. Bradley Flynt, Mr. Lawrence O'Neal, Ms. Martie Groome and Ms. Alicia Goots to perform a Compliance Evaluation Inspection of the NPDES wastewater discharge from the T.Z. Osborne facility (TZO). The inspection findings are detailed below and an inspection checklist is attached. I. Permit The NPDES was reissued on July 1, 2014. TZO is currently being upgraded to 56.0 MGD to accommodate flow from the planned North Buffalo decommissioning and to meet the proposed total nitrogen limits. H. Self -Monitoring Program The monthly Discharge Monitoring Reports (DMRs) were reviewed for the,period November 2015 through October 2016. The facility was only found to be non-compliant with the effluent limits for weekly average NH3-N in the weeks of April 9r'' and April 30`i' in 2016. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. M. Flow Measurement An ultrasonic meter with parshall flume is used to report effluent flow on the DMRs. The meter is calibrated once per year. It was last calibrated on March 15, 2016 by city staff. In addition, flow proportional composite samples are collected of the effluent as required by the permit. IV. Sludge Handling and Disposal Solids handling consists of two sludge receiving tanks, four gravity thickeners, three centrifuges, thickened sludge holding tanks and two fluidized bed incinerators. Incinerator ash is taken to the landfill. Solids from the North Buffalo facility are also handled at TZO. V. Operations and Maintenance This inspection indicated that the operation and maintenance of TZO WWTP was performed excellently by operators and laboratory staff. Facility Site Review Please see the attached inspection checklist for specific comments on the system components. It was noted that the construction is continuing in order to upgrade the facility from 40 MGD to 56 MGD. The construction is expected to be completed by 2020. VII. Records/Reports All required information was readily available, complete, and current. A comparison of the February 2016 DMR with the laboratory records for pH, dissolved oxygen, CBOD, total phosphorus and selenium revealed that these parameters were accurately transcribed onto the monitoring report. In addition, the 2015 Annual Performance Report was available for review. VIII. Effluent/Receivin Waters The system discharges into South Buffalo Creek, class "WS -V; NSW" waters in the Cape Fear River Basin. The effluent was clear on the day of inspection.
