now we aren't sure how the construction schedule will play out, but I think there's a decent chance the bridge construction

Good question, John. Essentially our district will view any project that has had a significant investment made in the impact areas
(i.e. produced project plans) as having started work on the project. As such, the Horse Pen Creek Rd. project can use the 1 yr.
grandfather period as described on pg. 1 of our NWP 14 verification. There's not even a need for an email really, but it's noted in
the file now. If construction runs close to March 2018, keep in mind that it's only the permitted impacts that have to be
complete by then, rather than the entire project. Please let me know if you have any questions.
