The PCN is a proposal for a stream restoration. You have proposed a stream buffer and monitoring, however many stream restorations and buffers require maintenance during the monitoring period and in some cases the monitoring period is extended beyond the original proposed timeframe due to complications with the project. Now that I see the lot layouts, I realize that much of the stream buffer will be within one of the individual properties and I do not see how Oak Valley Assoc. Lmt would have the legal means to protect, monitor, replace or maintain the buffer as necessary for this restoration plan to reach success. Can you provide some further information to address this issue please.
