The application consists of EPA Forms 3510-1, 3510-2C and attachments as noted on the forms.Per checklist received 4/25/16, a description of the sludge management plan and a Priority Pollutant Analysis (PPA) are included. This application is being submitted at least 180 days prior to the January 31, 2017 expiration date. Since issuance of the last permit there have been no changes to the treatment process. If you have any questions or need additional information, please call me at(910)296-8688. This document is a narrative description of the sludge management plan for the facility to describe how sludge (or other solids) generated during wastewater treatment are handled and disposed. Sludge (biosolids) is generated during the normal course of operation of the wastewater treatment plant.By design, some sludge, called activated sludge, is maintained within the treatment plant. Excess sludge is removed from the system, or wasted,to maintain the desired mean cell residence time QWRT) or sludge age. The largest volume of sludge is removed as a thickened liquid and a smaller volume is removed as a dried solid, or cake. After settling in the clarifiers, most of the sludge is removed(wasted), digested, thickened and stored as a liquid in a sludge holding tank. On a scheduled basis, the contents of the sludge holding tank is pumped and hauled by a licensed contractor to various agricultural fields, all approved for land application at agronomic rates under permit WQ0018107. Sand drying beds provide an alternate method of sludge handling. After drying to cake under atmospheric conditions, these solids are transported to McGill Environmental Systems,Rose Hill, NC for composting.McGill holds EPA ID or RCRA permit No.NCD986231793. A small amount of solids are removed from the influent bar screen. These solids are bagged for disposal in a sanitary landfill.
