Dear Mr. Bailey and Mr. Wanucha,
The North Carolina Department of Transportation is scheduled to replace Bridge #210 with a
new bridge at the same location. I have included the Attachments G& L with a project
description and a set of the project plans. A stormwater management plan is also attached. Please
review this project for compliance by your Division.
We plan to begin construction as soon as possible. If further information is required, please

This project is subject to the Low Impact Bridge Process as agreed to on October 6,
2009. This project meets the documentation requirements and approval procedures
under NEPA, as defined by FHWA, for Low Impact Bridge Replacements. This project
meets the standards of NCDOT's Minimum Criteria Rules.

Project Description — The project consists of replacing Bridge #210 over Little Alamance Creek
on SR 3124 (Stewart Mill Road) and improving roadway approaches. The existing triple-span,
64' L X 18' W, timber deck with timber joists on I-beams, supported by timber caps, timber posts
and sills on concrete footings is structurally deficient and wili be replaced with a new 90' L X 30'
W, single span, box beam bridge at the same location. An off-site detour will be utilized during
construction. There are wetlands located within the project area and <0.01 acres of roadway fill
and <0.01 acres of inechanized clearing is proposed. This project also proposes only 46 linear
feet of permanent stream impacts associated with bank stabilization. Please note that the

existing concrete sills on the south side of the stream will be retained to avoid stream impacts.
There are no deck drains proposed on thjs bridge. The project drainage system consists of an
inlet pipe system on the northeast side. Discharge from this pipe outlet will be attenuated on a
riprap pad located outside the riparian buffer areas and will discharge into an existing grassed
ditch for treatment. The embankment of the stream at the outlet of the grassed swale will have
rip rap to dissipate any energy prior to discharge into the stream. The ditches in the southeast
and southwest quadrants will be retained. There are is a utility relocation proposed with this
bridge replacement and the plans are included. One aerial Duke facility will be temporarily
moved while the bridge replacement is constructed; the buffer impacts are accounted for within
this application and listed below. Proposed Riparian Buffer impacts include 6,507 square feet in
Zone 1 and 3,826 square feet in Zone 2 to accommodate the bridge, the roadway realignment
and the temporary aerial utility relocation. On June 28, 2016, Bob Lepsic with Arcadis surveyed
for the Small whorled pogonia within the project boundaries. There were no specimens found,
however potential habitat was present; further, there are no occurrences of this species with 1.0
mile per NCNHP. Therefore, the Biological Conclusion for Small whorled pogonia is No Effect
Habitat Present. The Bald Eagle is protected in every county in North Carolina under the Bald
and Gold Eagle Protection Act; however, no suitable feeding/water source is located within one
mile of the project study area to support Bald Eagle habitat. A�so, Mr. Gary Jordan (USFWS)
recently released the Programmatic Conference Opinion (PCO) for the recentiy listed Northern
Long Eared Bat (NLEB). This opinion, states in part, that "...it rs the Service's conference
opinion that NCDOT acfivities in eastern North Carolina (Divisions 1-8), as proposed, are not
likely to jeopardrze the continued existence of the NLEB."
