County: Document: Guilford Attachment G Funding: � State ❑ Federal ❑ Yes ❑ No Permit Type.• TBD Project Description: NCDOT's Division 7 proposes to replace Bridge No. 210 on SR 3124 (Stewart Mill Road) over Little Alamance Creek in Guilford County. Bridge No. 210 was built in 1959, and is considered to be structurally deiicient and functionally obsolete. The Proposed Study Area for the project will be centered on the bridge and measure about 200 feet in width and 1,000 feet in length. Overall, the Study Area will encompass about 202,912 square feet (4.66 acres), inclusive of the existing roadway and structure to be replaced. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: This project was originally received on Friday, April 17, 2015. In order to proceed with the review of this project, additional information in the form of 25% Design Plans was received on Friday, April 15, 2016. A map review and site file search was originally conducted at the Office of State Archaeology (OSA) on Monday, Apri120, 2015. No archaeological surveys have been conducted along this particular stretch of SR 3124 (Stewart Mill Road), and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (McLeansville Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb� were last reviewed on Friday, April 15, 2016. There are no known historic architectural resources located within or adjacent to the APE for which intact archaeological deposits would be anticipated within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Although this is a State-funded project, a Federal permit may become necessary. Permanent and/or temporary utility and drainage easements will be required as well as additional ROW. At this time, we are in compliance with NC GS 121-12a, since there are no eligible (i.e. National Register-listed) archaeological resources located within the project's Area of Potential Effects (APE) that would require our attention. Based on the size and orientation of the APE, activities will take place beyond the NCDOT's existing ROW along SR 3124 (Stewart Mill Road). From an environmental perspective, the Study Area falls within a rural residential area, consists of the rolling terrain typical of North Carolina's north-central Piedmont, and is composed of three (3) soil types: Enon fine sandy loam, 6-10% slopes "No ARCHAEOLOGYSURVEYREQUIRED "form for Minor Transpartation Prajects as Qualified in the 2007/2015 Pragrammatic Agreement. 1 of 3 Project Tracking No.: 15-04-0012 (EnC), Enon fine sandy loam, 10-15% slopes (EnD), and Chewacla sandy loam (Ch). The Study Area consists of somewhat poorly drained soils (i.e. Ch) and moderately sloping topography along the narrow side slopes of the drainage (i.e. EnC and EnD). Preservation of archaeological resources would not be anticipated within such environmental settings. The Ofiice of State Archaeology (OSA) has reviewed several projects within the vicinity of the proposed bridge replacement for environmental compliance, including residential development (ER 01-7757), a new US Army Reserve Center (ER 11-0476), and transportation-related improvements (Bridge No. 209 on SR 3045 over Little Alamance Creek [ER 85- 7083] and secondary road improvements along SR 3159 (Creek Road) [ER 03-2914]). In addition, as part of the NCDOT Archaeology Group's Programmatic Agreement with the State Historic Preservation Office (NC-HPO), the replacement of Bridge No. 207 on SR 2808 over an unnamed tributary of Rock Creek (see PA 14-09-0009 [Jones 2014]) and the replacement of Bridge No. 214 on SR 3058 over Little Alamance Creek (see PA 13-OS-0038 [Mohler 2013]) have also been reviewed internally for environmental compliance. For most of these projects, no archaeological surveys were recommended, the areas for which were all considered low probability for the presence of intact and significant archaeological resources. An archaeological survey was conducted for PA 14-09-0009, which resulted in no archaeological material being recovered. Of particular note are the similar environmental settings and topography for the bridge replacement projects in the area that were surveyed by the NCDOT Archaeology Group and those that were cleared by OSA and the NCDOT via the PA thus validating or justifying later recommendations. Finally, the creation of SR 3159 (Creek Road) in the mid-1960s resulted in a great deal of disturbance at its intersection with SR 3124 (Stewart Mill Road), just north of Bridge No. 210. Based on the nature of the proposed project, current soil conditions and topography, and previous review work, there is a low probability for prehistoric and/or historic archaeological material to be present within the APE. Therefore, it is believed that the current APE, as depicted, is unlikely to contain intact and signi�cant archaeological resources. No archaeological survey is required for this project. If design plans change or are made available prior to construction, then additional consultation regarding archaeology will be required. At this time, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notiiication of NCDOT's Archaeology Group.
