Samples were collected from Outfalls 2 and 3 on May 31,2016,after the facility received 1.38 inches of precipitation. Outfall 1 currently receives stormwater runoff from the closed portion of the Subtitle D landfill and was removed from the analytical monitoring requirements following a Division of Water Quality inspection on January 23, 2013.All samples were analyzed for fecal coliform,chemical oxygen demand (COD), and total suspended solids by Pace Analytical Services, Inc., located in Raleigh, North Carolina. Samples collectedfrom Outfall 2 had detections of COD (147 milligrams per liter(mg/L)) and fecal coliform (6,000 colonies per 100 milliliters (mL)) above their respective benchmark value.The benchmark values for COD and fecal coliform are 120 mg/L and 1,000 colonies per 100 mL, respectively.Samples collected from Outfall 3 were below the benchmark values with the exception of COD (152 mg/L). Tier Two monitoring was implemented for Outfall 3 in January 2015 after consecutive detections of COD above the benchmark value.Stormwater from Outfall 3 is discharged to a former borrow pit and does not leave the property.The drainage area for Outfall 3 includes the partially closed and active operations area of the east slope of the Subtitle D landfill. Elevated COD at Outfall 3 is a result of washouts on the active slope. Per the County's Tier One responses and operations plan,all washouts are repaired and the slope is reseeded as necessary following precipitation events. Per the Tier 2 response requirements,samples will be collected monthly for all parameters from Outfall 3 until three consecutive sampling events show the parameters are below the benchmark WATER+ENVIRONMENT+TRANSPORTATION+ENERGY+FACILITIES 7-11-6-61111.
