NCG030000 Certificate of Coverage NO.NnogNOID Attached is our July 1-December 31,2016 storm water monitoring report for GE Lighting. GE Lighting has documented 1.1" as the total event precipitation for the sampling date of 11-29- 2016. Please note that www.accuweather.com lists the precipitation total for 11-29-2016 as 1.08" for the rain event. Accuweather's measured rain event is consistent with the rain gauge that is located on the GE Lighting property. Sample results from this rain event,document higher than benchmark presence of zinc in three outfall areas the facility. The outfalls are the facilities largest parking surface areas. Outfall DA-003 (.068 mg/L),outfall DA-004(.16 mg/LI,outfall DA-011(.12 mg/L)are reported as above our benchmark limit for zinc(bm=0.067 mg/LI. The other two outfalls are below our permit limit. Two unusual events occurred during the time leading up to the sampling. This area of WNC has been in a long 53-day drought prior to the rain event. The facility has directly been affected by smoke and ash from local forest fires for 25 of those days. In research of potential zinc deposits in our storm water,we found several articles with evidence of forest fire being a contributor. We know of no maintenance or grounds work at the facility that may have attributed to the above benchmark levels. The five representative outfalls that were sampled are 001,002,003,004,and 011. For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief,no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the Stormwater Pollution Prevention Plan."
