PROJECT SUMMARY: The NC WRC proposes to construct a public access to the Chowan River that will include a boat ramp, fishing pier and platform, and formal parking at Gatlington Landing in Gates County, off of Sandbank Road (SR 1200). North Carolina Wildlife Resources Commission Gatlington Landing Field Investigation Report Page 2 Project Setting The property is in Gates County along the Chowan River, at the end of an unnamed gravel road - 4,200'(.8 miles) northwest of Sandbank.Road (SR1200), on the Chowan River. The site is located within the 31,100 -acre multitrack Chowan Swamp Game Land, managed by the North Carolina Wildlife Resources Commission. The total area of existing impervious surface within the Game Lands is less than %of a percent. The immediate area to be developed is within a Natural Heritage Exclusion Zone at Gatlington Landing, and consists of approximately 2.2 acres with 800' of shoreline. The project site is 2.5 miles south of the North Carolina/Virginia Line. While the property is not zone by the County, it is listed as conservation in the Gates County Land Use Plan. A remnant dwelling foundation is located within the project area -85' from normal water level (NWL). Also located on the property is a remnant boat ramp that falls outside of the Natural Heritage Exclusion Zone. Average elevation of the property is -7' above NWL. Soils at this site are listed as Aab (Alaga sand), which are a sandy, excessively draining soil. Flood zone designation at the site is AE and considered to be at high risk of flooding. No wetlands were found within the project area. Vegetation on the property include, but is not limited to, bald cypress (Taxodium distichum), ash ftaxinus excelsior), loblloy pine (Pinus teach), greenbrier (Smilax rotundvfolia), poison ivy (Toxicodendron redlcans), pokeweed (Phytolacce americana), spotted spurge (Chameesyce maculate), and wild grape vine/riverbank grape (Vifis riparia). Gatlington Landing is open to the public and is used as a passive recreational site for swimming and fishing with no facilities on the property and no formal parking. The site is partially wooded with shrub brush undergrowth with a grassy clearing where a 10' wide gravel road accesses the site. The shoreline is open along -175 with 80' of sandy beach, Water depths in this area are approximately -3' at a distance of 20' offshore and between -6 and -7' at a distance of 50' offshore. The narrative submitted states that the Chowan River is a known habitat for "state -rare mussels". Further research into the presence of mussels within the project area revealed that the Chowan River Freshwater Mussel- Survey, conducted in 2009 by Alderman Environmental Services, Inc., identified three freshwater mussels (tidewater mucket, eastern lampmussel, and eastern pondmussel) listed by the NC WRC as "Threatened" and one mussel (yellow lampmussel) that is listed as "Endangered". The yellow lampmussel is also listed as Federal Species of Concern by the US Fish & Wildlife Service. According to the US Fish & Wildlife Service"Federal Species of Concern are species that appear to be in decline or otherwise in need of conservation and are under consideration for listing or for which there is insufficient information to support listing at this time". Development Proposal North Carolina's Wildlife Resources Commission (NC WRC) proposes to develop a formal boat access and fishing pier in the upper Chowan River in Gates county. The nearest ramp in Gates County is - 9 tulles south of the project site, just below the Chowan River bridge to Winton. This site will provide 35 parking spaces including; 25 boat trailer spaces, 8 vehicle spaces and 2 ADA compliant spaces to access the following improvements: Ramp development will include the construction of a 97' x 15' boat ramp, with an 8' wide concrete access on the right side accessing a 48'x 8' floating courtesy dock. The ramp will extend 41' waterward of NWL and will be 8" thick concrete poured on high ground and pushed into place over 6" of No. 57 stone. Riprap will be placed along the sides of the high ground section of the ramp to prevent erosion. A 20'x 23' concrete apron will be placed on the landward side of the ramp. North Carolina Wildlife Resources Commission Gatlington Landing Field Investigation Report Page 3 ' Extending from the two handicap parking spaces (on the southwest side of the boat ramp) will be a wooden slatted walkway -155' x 5', leading to a 40.5' x 5' "L" shaped pier and terminating at a 30' x 12' platform elevated -2.5' above NWL. A 36'x 5' wooden walkway will also extend from the handicap spaces toward the boat ramp and the concrete access to the floating courtesy dock. The proposed location of the ramp and dock will require the relocation of a known freshwater mussel habitat, including three species identified by the NC WRC as being "Threatened". The development with result in the require the relocation of approximately 3,885sf of mussel habitat. A. The amount of leaching is dependent on the type of organic material present in the water bottom substrate, oxygen levels and water movement; however, it is estimated that 90% of the leaching will occur within the first 90 days. 7) 8) Proposed development will result in the excavation ,and subsequent fill of 615sf of shallow water bottom and freshwater mussel habitat, containing three State - "Threatened" species of mussel. 9) Excavation and placement of the ramp area will result in a temporary increase in turbidity within surrounding waters. 10) The development of this site as a boat access will result in the relocation of approximately 3,885sf of known mussel habitat for three State -'Endangered" species of mussel. 11) Possible impacts to a mussel located 1,400' from the proposed boat ramp that is listed by the state as "Endangered". This mussel (yellow lampmussel) is also listed as Federal Species of Concern by the US Fish & Wildlife Service. 12) Total impervious surface within the 75' AEC will be 10,747sf. 13) Total impervious surface landward of the CAMA 75' AEC will be 71,752sf. CAMA Permit Narrative December 2016 NC Wildlife Resources Commission is applying for a CAMA Major Permit for new public boat ramp and fishing pier construction in Gates County on the Chowan River. The project site is owned by NCWRC and is within the Commission's 31,300 acre Chowan Swamp Game Land. The area is currently partially cleared by previous development but no structures exist. It is accessed by a dirt/gravel road and has historically been used as a recreational swimming, fishing, and small boat access point. This area of the game land ls,in a Natural Heritage Area. The new access development is confined to an Exclusion Zone. The proposed project scope includes widening and improving the existing 4200' gravel road, constructing a new gravel gravel parking lot, constructing a new single lane concrete boat ramp, installing a new floating dock parallel to the ramp, constructing concrete ADA parking spaces, and constructing a wood fixed fishing pier and walkway. The proposed boat ramp will be 15' -wide and 97' -long. It will reach a depth of -5' (based on NWL=O) to connect to the river channel and no dredging beyond the end of the ramp will be required. The proposed floating dock is 48' -long and 8' -wide. This dock will assist users of all ability levels in launching and recovering of boats and be steady in choppy conditions which increases public safety. The proposed parking lot is 33,350 FT2 in area and will have 25 vehicle -trailer spaces, 8 single car parking spaces, and additional ADA parking spaces. The proposed fishing pier will be 30'x12' and will be accessed by a 5' -wide, 200' -long wood walkway connecting the ADA parking through the AEC. Upon completion this project would be a NCWRC Boating Access Area (BAA) and Public Fishing Area (PFA) open to the public free of charge 24/7. The concrete boat ramp slab will be poured on high ground. The rock base will be placed by long -reach excavator and then the ramp slab will be pushed into place with a bulldozer. No live concrete will come into contact with the river water. A turbidity curtain will be in-place during in -water work. No wetlands are present in the development area. This area of the Chowan River is known habitat of State -rare mussels. NCWRC-Aquatic Diversity staff conducted a mussel survey in the development area in April 2016. This survey identified areas of dense and less -dense mussels. This proposed development avoids the dense mussel areas found in the survey. Also, as recommended by NCWRC-Aquatic Diversity staff, a mussel relocation will take place prior to in -water construction. The proposed project will result in 0.209% impervious surfaces in the game land. NCWRC has applied for a Low Density Stormwater Permit as part of this project on 9/1/2016; Permit #SW7160905 was issued 11/15/2016. The project is designed to allow sheetflow off of smooth surfaces and provides a 50' vegetated offset as required by Coastal Stormwater rules. NCWRC has accepted a cost estimate and proposal from NCDOT to improve the gravel road and construct the new gravel parking lot. NCDOT will install and maintain erosion control measures as part of their work and will be monitored by NCDOT-Roadside Environmental.
