PCN Section B. Project Information & Prior Project History
Item #3e: Project Description and Equipment
The project consists of the installation of approximately 26,500 linear feet of 6 -inch water line
throughout the Mount Carmel and Tiny Farms Subdivisions. The proposed system will connect to
several existing water mains surrounding the project area. These connections include an existing 8 -
inch water line along Odonald Road, an existing 6 -inch water ling along Mt. Carmel Road, and a
proposed 6 -inch water line along Lees Creek Road that will connect to an existing 6 -inch water line
located north of the intersection with Erwin Hills Road. The combined connections to the existing
system will provide greater redundancy to the project area along with improved water quality.
Typical equipment expected to be used includes, but is not limited to; track hoe excavator, backhoe,
frontend loader, etc.
The alignment for the proposed water lines were determined based on the existing water line
locations, existing buildings, existing infrastructure such as overhead power lines, roadways,
underground utilities, and topography.
PCN Section C. Proposed Impacts Inventory
Item #3i: Description of Proposed Stream Impacts
There will be no permanent stream impacts. There will be one temporary stream impact of 20
linear feet. A temporary stream crossing is not proposed as the adjacent NCDOT road and 60"
CMP culvert provides a means to transport equipment and material across the stream. The
construction details contained in the plan drawings depict stream bank and bed stabilization.
While rip -rap is proposed within the stream bed, it will be placed beneath a 6" thick layer of
50/50 mix of in situ soil material and #5 stone.
Additional stream crossings do occur at the unnamed tributary crossing at Holly Hill Drive and
at the Lees Creek crossing on Lees Creek Road as shown on the included USGS figure.
However, these crossings occur above the existing culverts in both locations, and do not require
any temporary or permanent stream impacts.
PCN Section D. Impact Justification and Mitigation
Item #la & #1b: Avoidance and Minimization
To minimize impacts to surface water resources during project construction and maintenance;
sediment and erosion control measures are included in the project's final design plans; in
locations where water line installation across streams uses "open cut" method, crossings will be
as close to perpendicular as possible, completed during low flow events, and monitored at least
every three months for maintenance during the first 24 months following construction and
annually thereafter; insecticides and herbicides will not be used within 100 feet of perennial
streams or within 50 feet of intermittent streams or within floodplains associated with those
streams. Ductile iron pipe will be used for the 6 -inch water line material and will be installed
inside of a 14 -inch diameter steel encasement pipe as an additional safeguard and to facilitate
any future repairs without the need of complete excavation.
Ongoing on-site construction inspections will ensure that construction contractors are following
all approved plans.

SEQUENCE OF CONSTRUCTION RECOMMENDATIONS:
1. INSTALL PROPOSED WATER LINES AND NEW SERVICE LINES.
2. FILL WATER LINES. PRESSURE TEST AND DISINFECT.
3. THE EXISTING WATER LINES THROUGHOUT THE PROJECT AREA
MUST REMAIN IN SERVICE UNTIL PROPOSED WATER LINES ARE
TESTED AND ACTIVATED. AT WHICH TIME WATER SERVICES CAN
BE TRANSFERRED TO THE PROPOSED LINES.
4. TEMPORARY SERVICE INTERRUPTIONS TO THE EXISTING WATER
LINES ARE ALLOWED TO MAKE FINAL TIE-INS. CONTRACTOR SHALL
PROVIDE THE CITY AT LEAST 5 BUSINESS DAYS NOTICE BEFORE
INTERRUPTING SERVICE. CONTRACTOR AND OWNER SHALL
NOTIFY PROPERTY OWNERS OF SERVICE INTERRUPTIONS.
5. WATER LINES ABANDONED IN PLACE SHALL HAVE ALL REMAINING
VALVES CLOSED AND ASSOCIATED VALVE BOXES REMOVED. MAIN
LINE DISCONNECTED AS CLOSE AS POSSIBLE TO EXISTING VALVE.
EXISTING LINE PLUGGED, VALVE CLOSED AND BOX REMOVED. ALL
METER SERVICES RENEWED AND TRANSFERRED TO NEW WATER
LINE.
6. ALL CUSTOMERS WITHIN THE MT. CARMEL SUBDIVISION SHALL
HAVE PRVs INSTALLED ALONG WITH THEIR METER REPLACEMENT.
PRVS SHALL BE HOUSED IN A BLACK PLASTIC IRRIGATION STYLE
METER BOX THAT WILL BE LOCATED IMMEDIATELY FOLLOWING THE
