County: Document: Moore Attachment G Funding: � State ❑ Federal � Yes ❑ No Permit Type.• NWP#3 Project Description: NCDOT's Division 8 is proposing to replace Bridge No. 19 on SR 1112 (Roseland Road) over Deep Creek in Moore County. Bridge No. 19 was constructed in 1956 and is now considered to be structurally deficient and functionally obsolete. Proposed survey limits are to measure approximately 750 feet from either end of the bridge, 100 feet North of the centerline along SR 1112 (Roseland Road), and 125 feet South of the centerline along SR 1112 (Roseland Road). Existing ROW along SR 1112 (Roseland Road) is currently set at 60 feet (30 feet to either side of centerline). Based on the these dimensions, the Proposed Study Area encompasses about 7.8 acres (339,550 square feet) inclusive of the existing roadway and structure to be replaced. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: /1 � � // There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. (Attach any notes or documents as needed) No subsurface archaeological investigations were required for this project. Subsurface investigations did not reveal the presence of any archaeological resources. Subsurface investigations did not reveal the presence of any archaeological resources considered eligible for the National Register. All identified archaeological sites located within the APE have been considered and all compliance for archaeological resources with Section 106 of the National Historic Preservation Act and GS 121-12(a) has been completed for this project. Brief description of review activities, results of review, and conclusions: A map review and site file search was originally conducted at the Office of State Archaeology (OSA) on Thursday, December 17, 2015. A comprehensive archaeological survey has never been conducted along this stretch of SR 1112 (Roseland Road), and no archaeological sites have been documented within the vicinity of the proposed project. Digital copies of HPO's maps (West End Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were also last reviewed on Thursday, December 17, 2015. There are no known historic architectural resources located within or adjacent to the Study Area. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PR6'SENT " form for Minar Transportarion Projects as Qualifted in the 2007/2075 Programmatic Agreement. 1 of 5 Project Tracking No.: 15-11-OOZO historic orthophotography were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. As stated in the Survey Required Form for this project, "Although State funds are to be used for this project, a Federal permit will be required as well as temparary easements. Therefore, there may be environmental impacts beyond what is currently owned and maintained by the NCDOT. At this time, we are in compliance with NC GS 121-12a since there are no eligible (i.e. National Register-listed) archaeological resources located within the project's Study Area that would require our attention. None of the property along the corridor is owned by the State of North Carolina so a State Archaeological Resources Protection Act (ARPA) pernut will not be required. However, if the project corridor were to be extended for whatever reason in either direction, property maintained by the Wildlife Resources Commission as Sandhills Game Land could be affected. From an environmental perspective, the Study Area straddles the floodplain of Deep Creek, falls within the Sandhills physiographic region of North Carolina, and is composed of various soil types (in order of prevalence): Bibb loam, 0-2% slopes, frequently flooded (Bb), Ailey loamy sand, 2-8% slopes (AeB), Ailey loamy sand, 8-15% slopes (AeD), Gilead loamy sand, 2-8% slopes (GhB), Candar sand, 4-12% slopes (CaC), and Vaucluse loamy sand, 2- 8% slopes (VaB). Most of the Study Area can be considered a flood hazard; however, a relatively level stream terrace at the confluence of Deep Creek and Rays Big Branch is present. The archaeological probability for such a landform would be moderate to high, and consistent with the environmental and geological setting of documented archaeological sites in the region. From a historic perspective, early roadbeds and/or crossings of Deep Creek may also be present within the Study Area as noted after a review of modern LiDAR data. Current soil conditions and overall topography in the vicinity Bridge No. 19 would suggest that specific sections of the Study Area should be the focus of any formal archaeological investigations. Based on the information provided, an archaeological survey is, therefore, recommended for the proposed project. A visual inspection of the entire Study Area should be conducted, followed then by systematic archaeological excavations within areas of moderate to high archaeological probability (i.e. well-drained to moderately well-drained soils). Should the description of this project change or design plans be made available prior to construction, additional consultation regarding archaeology will be required." Field investigations for the replacement of Bridge No. 19 on SR 1112 (Roseland Road) over Deep Creek occurred on Friday, February 26, 2016, and were comprised of a pedestrian survey and systematic shovel testing to locate and assess potentially significant archaeological remains that could be damaged or destroyed by the proposed project as described above. The entire extent of the project's Study Area was visually inspected in order to determine the need for excavations. Based on current soil conditions, shovel tests were positioned strategically to investigate the stream terrace at the confluence of Deep Creek and Rays Big Branch. Five (5) shovel tests were positioned 30 meters apart in an area of well-drained soils; one (1) radial shovel test was necessary since one (1) lithic flake was recovered in one of the shovel tests. Please refer to the Shovel Test Discussion for detailed descriptions (soil strata, color, and texture) of each shovel test. Six (6) shovel tests, in all, were excavated on the stream terrace landform, which is currently utilized as fenced-in pastures for sheep and llamas for the Santa Maria Farm. Landscape alterations are evident on the landform; fill material has been brought in or moved from elsewhere on the landform to level out the east edge of one of the animal pens in an effort to fill in a low spot. This small section of the pen was supposed to consist of Ailey loamy sand, 8-15% slopes (AeD), a strongly sloping, well-drained soil on side slopes; its currently level topography and soil profile would not suggest such a setting. A drainage ditch, running northeast to southwest, has also been cut-and-iilled within one of the animal pens to facilitate runof£ Based on the typical AeB soil profile (mentioned above), most of the shovel tests exhibited some degree of disturbance and/or subtle differences as to what was expected. STP 1 showed characteristics of an adjacent soil type, that being Gilead loamy sand, 2-8% slopes (GhB), which is typically located on side slopes along drainages. STPs 4 and 5, based on their soil profiles, were considered disturbed, showing signs of deflation and/or cutting-and-filling. STP 3 was positioned on the high spot of the landform. Despite it having a relatively intact soil profile, no cultural materials were recovered from it. Finally, both STPs 2 and 2a (radial) revealed the same soil profile, with STP 2 being positive with the recovery of one (1) lithic flake. However, both STPs 2 and 2a also revealed the absence of a subsurface sand layer, based on the typical soil profile for either AeB or GhB; instead, a dark brown loamy sand layer transitioned into a layer of clay loam with no intervening layer of sand. Although a prehistoric artifact was recovered from STP 2, these two shovel tests should also be considered disturbed because of a lack of stratigraphic integrity. Therefore, the possibility of intact archaeological deposits on this landform is low. The one (1) artifact recovered was a nondiaganostic metavolcanic bifacial thinning flake/tertiary flake, weighing 0.1 gram and measuring 1.3 cm x 0.8 cm. Based on the NCDOT Archaeology Group's Lithic Material Identification Guide, developed with the North Carolina Geological Survey, the lithic sample may represent a welded tuff, a flow-banded lava, or a bedded tuffaceous siltstone. From a historic perspective, an old roadbed is present within the Northwest Quadrant of the Study Area, across from where a private road (Stoney Trace Lane) intersects with SR 1112 (Roseland Road). This old roadbed then leads outside the Study Area to an old crossing of Deep Creek. Based on historic mapping of the area, this roadbed and crossing date back to at least the 1910s (Moare County Rural Delivery Routes) and were still in existence by 1957 (Jackson Springs USGS Quad Map [1:62,500]), but then were no longer being used and/or depicted by 1982 (West End USGS Quad Map [1:24,000] and Southern Pines USGS Quad Map [1:100,000]). The current alignment of SR 1112 (Roseland Road) across Deep Creek was constructed between 1942 and 1949, with the current bridge built in 1956, replacing an earlier structure. The old roadbed and crossing were then eventually abandoned. Because of the 20th century timeframe for the roadbed and crossing, neither resource was documented as an archeological site. Overall, one (1) archaeological isolate was recorded within the project's Study Area, and has been recorded as Site 31MR391 with the Office of State Archaeology (OSA). Site 31MR391 is recommended as not eligible for the National Register of Historic Places (NRHP) because it retains no stratigraphic integity and has no potential to provide important information beyond that which has already been documented. No additional archaeological work should be required. Therefore, a finding of "No NRHP- eligible or -listed archaeological sites present" is considered appropriate in association with this bridge replacement project. Should the description of this project or design plans change prior to construction, then additional consultation regarding archaeology will be required. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group.
