2016 ANNUAL DISSOLVED OXYGEN SUMMARY REPORT
Dear Secretary Bose:
In accordance with the license order issued March 31, 2004 and amended March 4, 2005, Virginia
Electric and Power Company, doing business as Dominion North Carolina Power (Dominion)
submits the above referenced report.
Kerr Reservoir Low Dissolved Oxygen
License Article 403 condition (3) requires Dominion to notify the NC Water Quality's Raleigh
Regional Office annually of the first occurrence when the dissolved oxygen (DO) concentrations
immediately upstream of the project do not meet or exceed the instantaneous or daily mean value

released from Kerr Dam into Lake Gaston, based on the United States Geological Survey (USGS)
Stream Station at Buggs Island, went below 4.0 mg/I (3.6 mg/1) on June 20,2016*. The NC Water
Quality's Raleigh Regional Office was notified of these conditions on June 22, 2016.
*The data recorded from the gauge on June 20 was subsequently updated by the USGS during
their regular recalibration of the DO probes. Corrected data now available on the USGS Buggs
Island Gauge web site shows that the DO did not actually drop below 4.0 mg/1 until June 26,
Low DO Conditions
The lowest DO recorded in 2016 in the Roanoke Rapids dam tailrace occurred on July 18 when
the DO analyzer recorded a DO of 3.7 mg/1 from 0600 hours through 0700 hours. The mean DO
concentration for the day was 6.1 mg/l. On August 3 a DO of 3.9 mg/1 was recorded between
1500 and 1600 hours while the mean DO concentration for the day was 5.4 mg/l. The daily mean
was below 5.0 mg/I on three occasions, August 7, 8, and 9. The mean DO for those days was 4.8,
4.5 and 4.8 respectively,
Per the Article 403 Dissolved Oxygen Monitoring Plan (Plan) approved by the Commission on
May 17, 2005, a daily DO mean below 5.0 or an instantaneous concentration below 4.0 mg/1 is not
considered a license violation if the inflow DO concentration into the Project from Kerr reservoir

is less than the DO mean or concentration released from the Roanoke Rapids Dam. Per
agreement with the NCDWQ, this value is determined by the prior three-day mean of the hourly
DO at the USGS Buggs Island station. For the July 18 and August 3 instantaneous lows, the
three-day hourly mean for Buggs Island DO's were 3.5 and 3.3 mg/I respectively. For the August
7, 8 and 9, daily averages, the prior three-day hourly mean Buggs Island DO's were 2.8, 2.7 and
2,9 mg/L respectively.
Low DO Reporting
The Article 403 Compliance Plan requires Dominion to report any exceedances of the state water
quality standards verbally within 24 hours of the occurrence and follow-up with an e-mail within
five days of the occurrence. This is required per section 5 of the Article Compliance Plan even
though the releases from the Dam are not violating the minimum allowable DO values (as noted
above from the Kerr Reservoir inflow to the Project). Irl 2016, the reports for the low DO
conditions of August 8 and 9 were not reported until August 11. In response, the operators at the
dam were briefed on the importance of communicating this data in a timely manner. During the
period of August 8-10, DO values at the Halifax NC gauge, downstream of the Roanoke Rapids
Dam, did not drop below 5 mg/l.
Monthly Reporting
A detailed data sheet was submitted monthly to the NCDWQ by the 20th of the following month
for each month in 2016. The report contained hourly values for dissolved oxygen, flow and
temperature for the water released from the Roanoke Rapids dam into the tailrace.
