This packages describes the proposed improvements to US 311 from North of SR 1929 (Spencer Road) to US 220 in Randolph County. Project No. R-2606 B&C NEPA/Section 404 Merger O1 Process Concurrence Point 2A Meeting December 19, 2007 Introduction The purpose of this meeting is for the Merger Team to discuss issues pertaining to Concurrence Point 2A (Bridging Decisions) so that concurrence can be reached on the necessary bridge lengths and locations. Project Background The US 311 project area, shown in Figure F-1, is located in Randolph County, between Archdale and Randleman in the central piedmont region of North Carolina. R-2606 begins at the proposed High Point East Belt in the vicinity of SR 1920 (Tuttle Road) and extends to US 220 north of SR 1712 (Pineville Road). R-2606 B begins north of SR 1929 (Spencer Road) and extends south of US 311. R-2606 C begins south of US 311 and extends south to US 220 (see aerial photographs). The recommended improvement includes afour-lane divided freeway with a 70- foot wide grass median. The proposed project will be part of the future Interstate I-74 connecting Detroit, Michigan with Charleston, South Carolina. The estimated cost for the project presented in the Draft 2009-2015 Transportation Improvement Program (T.I.P.) is $156,540,000 (excluding Part A). No substantial environmental impacts are anticipated. Six build alternatives were considered in the Environmental Assessment (EA) approved in March 1997; an Upgrade Existing Roadway, and Corridors A, B, C, D, and AA. Corridor C was selected as the preferred alternative in the Finding Of No Significant Impact (FONSI) approved February 26, 1999. Corridor C was preferred by the interagency project team because it was less expensive, minimized impacts to the Randleman Lake water supply watershed, and provided the most desirable connection with the future I-73 and I-74 corridors. Corridor C begins south of SR 1920 (Tuttle Road) and continues in a southeasterly direction staying approximately 0.5 miles north of US 311 to SR 1944 (Branson Davis Road). Corridor C continues in a southerly direction crossing existing US 311 just east of SR 1941 (Wall Brothers Road). Corridor C continues south, just east of SR 1518 (Old Way Road) and coincides with US 220, for a total length of 9 miles. ! i Overview of Interagency Coordination September 1 S, 1995 -Steering Committee/Environmental Resource Agencies Meeting • Reviewed preliminary alternatives to determine the most reasonable and feasible alternatives for further detailed study. • Agreement was reached that Corridor A, C, and AA were the reasonable and feasible alternatives to be carried forward for detailed study. October 1 S, 1997 - U.S. Army Corps of Engineers • Concurred that Corridor C was the least environmentally damaging practicable alternative. • Agreed that there is agency consensus on this preferred alternative from the other resource agencies. September 24, 1998 -Agency Review Meeting • Reviewed the preliminary design within the preferred corridor and reviewed wetland avoidance and minimization efforts. • Requested an alignment at Muddy Creek (303(d) stream) to avoid impacts to wetland site 1 (Part A, beginning of R-2606) and minimize impacts to Muddy Creek. • Requested revisions to the US 220 interchange design to reduce the length of streams impacted. January 8,1999 -Field Review Meeting • Approved proposal to reduce the length of streams impacted by 1,476 feet in the US 220 interchange by adjusting the horizontal alignment, vertical grades, and reducing the inside fill slope from 4:1 to 2:1 in the preliminary design for the project. • This resulted in the avoidance of impacts to the wetland site M 5 (Part C, between Permit Sites 28 & 29). • The revisions in the alignment reduced the project wetland impacts to 2.13 acres. March S, 1999 - U.S. Army Corps of Engineers • The Corps of Engineers agreed with minimization efforts, but their concurrence on Point 4 would be contingent upon the public review. March 14, 2007 - 404 Individual Permit & 401 Water Quality Certification • Received 404 Individual Permit 401 Water Quality Certification for R-2606 and R-609IA,IB. 2 Purpose and Need The EA document, approved in March 1997, showed the level of service (LOS) for most segments along US 311 operating at LOS D. Most of the turning traffic on the intersecting roadways are operating at LOS D & E. Projected 2020 traffic volumes on existing US 311 are estimated to range from 16,500 vehicles per day (vpd), to 22,000 vpd, and will operate at capacity. Significantly higher accident rates were present along the section of US 311 from SR 1919 (Poole Road) to SR 1930 (Bronzie Lawson Road) compared to the statewide average. Several of the horizontal and vertical curves along US 311 do not meet the established design criteria. The US 311 corridor improvements are proposed to reduce the travel time, allow through traffic to avoid congestion on existing US 311, and to reduce the accident potential for a safer, more efficient roadway system. The proposed improvement will complete the upgrading of US 311 to a freeway facility from I-40 at Winston-Salem to US 220 near Randleman. The relocated US 311 will be a part of Interstate I-74 under legislation approved by Congress. Operational Characteristics The facility will have controlled access with interchanges at SR 1928 (Cedar Square Road), existing US 311, and US 220. The design speed is 70 mph, with a minimum curve radius of 1640 feet. The median width is 70 feet, the minimum right-of--way width is 394 feet, and the roadway is designed to operate at LOS C. 3 a Preferred Alternative Summarv (R-2606 Parts A. Approximately 100 individuals attended to discuss topics pertaining mostly to personal property impacts, compensation for relocations and property acquisition, and the project schedule. A Steering Committee was formed to provide ongoing coordination during the development of the project. Members included representatives from NCDOT, FHWA, City of High Point, City of Archdale, City of Randleman and Randolph County. A pre-hearing informational meeting was held on June 19, 1997, with a public hearing occurring on June 26, 1997. In both instances, approximately 200 individuals attended the meetings. The meetings included explanations of handouts and display maps, purpose, current project status, and proposed project design right-of--way requirements and acquisitions procedures. Questions pertained to the potential impacts to individual properties. The majority of comments were in support of Corridor AA, as well as support from the City of Randleman, Randleman Chamber of Commerce, and Randolph County Commissioners. The City of Asheboro endorsed Corridor C. 4 i Corridor AA was preferred by the public but was found to be more complex, costly, and to generate a confusing interchange design at I-73 (US 220). In later resolutions, the local governments changed their positions on Corridor AA and agreed to support Corridor C. Proiect Commitments The commitments recommended for the proposed improvements are: 1. Borrow material will be taken from upland sources in the construction of this project. 2. NCDOT will make every effort during the erosion control design phase for this project to avoid placing erosion control devices on wetlands. 3. NCDOT will use Design Standards in Sensitive Watersheds (15A NCAC 048.0024), and High Quality Storm Erosion Control Measures at all stream crossings currently or potentially designated as Water Supplies, and where the project is located in any Watershed Critical Area. 4. Hazardous Spill Basins will be provided at crossings of Muddy Creek, Back Creek, and their associated tributaries in accordance with NCDOT's Guidance for the Location and Design of Hazardous Spill Basins. 5. A comprehensive wetland and stream mitigation plan is described in the 401 Water Quality Certification and the 404 Permit. 6. NCDOT will abide by the conservation measures for the Schweinitz's sunflower (Helianthus schweinitzii) included in the November 2007 Biological Assessment and Biological Opinion. Hydraulic Recommendations Based on a preliminary hydraulic study and a recent review of stream crossings, five stream crossings require structures that are at least 72 inches wide. All other crossings can be contained in smaller pipes. The proposed structures and impacts to the streams, wetlands, open waters, and riparian buffers are displayed in Tables 1-4.
