1.0 Project Description
Martin Marietta Materials, Inc. (Martin) is expanding the existing Benson Quarry facility, located
southeast of the intersection of Raleigh Road (SR 1330) and Camelia Road (SR 1354) in Johnston
County, North Carolina (Figure 1). The proposed quarry expansion activities involve unavoidable
impacts to jurisdictional wetlands that have been authorized under Clean Water Act Section 404 and
401.
The project will include diversion of hydrology in the Stony Fork wetland system on the property.
This diversion will occur upstream of the proposed direct wetland impacts. The portion of this
wetland system between the diversion channel and the direct impact area (Figure 1) may be subject to
secondary impacts as a result of this hydrologic alteration. Potential secondary impacts may include
changes to natural hydrology which may affect the quality of the wetlands in this area through changes
in the number, frequency, duration, and level of flooding events, changes in groundwater levels and
shallow groundwater recharge, or other changes in hydroperiod.
The purpose of this monitoring report is to provide the results for monitoring hydrology levels and
vegetation in this area. Monitoring gauges were installed on August 20, 2016. As of November 18,
2016 (end of growing season), the diversion channel has not yet been connected to the wetland system.
This monitoring process is a condition outlined in both the USACE (SAW -2014-00845) and DWR
(95-0153) permit authorizations.
2.0 Existing Conditions
The portions of the Stony Fork wetland system upstream of the quarry expansion currently exhibit the
same natural characteristics that were present during the jurisdictional determination and permitting
processes for this project. The diversion channel in the upland is under construction, but has not yet
been connected to the wetland system.
3.0 Monitoring Specifications
The site was monitored for two primary wetland parameters: hydrology and vegetation. The
hydrologic success criterion requires the soil to be ponded, flooded, or saturated within 12 inches of
the surface for a least 12.5% of the growing season during years with normal precipitation. The
growing season extends from March 20`" to November 18`h in Johnston County (243 days).
Four (4) monitoring gauges (Gauges 1-4 on Figure 1) were installed within the portion of the wetland
system where secondary impacts may occur to document the hydrologic response to the construction
of the diversion channel.
Three (3) monitoring gauges (Gauges 5-7 on Figure 1) were installed within the portion of the wetland
system upstream of the diversion channel in order to provide reference condition hydrologic data.
Rainfall data was collected by a previously installed rain gauge on the Benson Quarry property.
Figure 1 depicts the approximate locations of the monitoring gauges within the wetland area. The
rainfall totals are provided in Table 2.
Monitoring gauges were installed at 20 inches deep at all seven (7) locations. Monitoring gauges are
manufactured by Remote Data Systems. These are automatic gauges that are programmed to collect
data at the same time daily.
Photographs were taken monthly adjacent to the monitoring well locations to document any changes in
vegetation that may occur as a result of altered hydrology. The photograph origin locations were
marked with a wooden stake in the field.
Hydrologic data collection began on August 20, 2016 after the installation of the monitoring wells and
ended November 18, 2016 with the end of the growing season. Ground water and surface water data
was collected on 91 of the 243 days in growing season.
4.0 Findings
During the 2016 monitoring period, all 7 monitoring gauges met the hydrologic success criterion of
12.5% despite having only captured 37% of the total growing season (Table 1). All results are also
depicted in graphs located in Appendix B.
Of the 637 possible data samples, 25 of the samples (3%) were lost or not collected due to gauge
malfunctions. This loss of data did not affect the hydrologic success of any of the wells.
The vegetation photographs were taken at each well on a monthly basis and are provided in Appendix
C.
Since the diversion channel has not yet been connected to the natural wetland system, no changes to
hydrology or vegetation have occurred as a result of the quarry expansion project. Natural
jurisdictional wetland criteria still exist within the Stony Fork wetland system on the property.
Therefore, the degree and magnitude of any potential secondary impacts cannot be reliably quantified
nor can the impacts be determined to be benign, adverse, or beneficial based solely on information
collected to date.

5.0 Future Monitoring
Monitoring will resume during the official 2017 growing season. The 2017 Groundwater and Surface
Water Monitoring Report will be completed in December 2017.
