Hunt, Jr., Governor Jonathan B. Howes, Secretary Nann B. Guthrie, Regional Manager Asheville Regional Office WATER QUALITY SECTION January 5, 1995 Mr. John W. Brown, Sr. North Carolina Forest Service — 3 0 Corpening Training Center Post Office Box 277 Crossnore, North Carolina 28616 ' Subject: Additional Effluent Limits Corpening Training Facility Wastewater Treatment Facility NPDES Permit No. NCO040339 Avery County Dear Mr. Brown: Based upon the evaluation of your NPDES Permit application for'continued-discharge of wastewater from the Corpening Training Center, the Technical Support Branch of the Division of Environmental Management has determined that the addition of residual chlorine and fecal coliform limits in the permit is necessary in order to protect water quality in the receiving stream. The limits will be 28 ug/l monthly average for residual r chlorine and 200 colonies/100 ml monthly average for fecal .,. coliform. - We realize that the wastewater treatment facility does not F discharge directly to state surface waters; however, in the eventw° the facility should begin discharging, adequate wastewater treatment facilities necessary to comply with these new limits, should be in place and ready for use. a "- If you have questions, please call me at 704/251-6208. Dormitory and cafeteria facilities are available and used when needed. The wastewater treatment facility' consist of a septic tank and surface sand filter. The facility has never discharged through the discharge pipe. Since the sandfilter is near the Linville River it appears that the wastewater is absorbed into the ground. It is recommended that the permit be issued. r -0z Sign ure of Report Preparer ater Quality Regional Supervisor Z Date Page 4 100% DOMESTIC FACILITIES - REC'D 12/92 RENEWING WITHOUT MODIFICATION SORTED BY MODELER Permit M Facility Stream 27685 NCDOC/AVERY PRISON UNIT THREE MILE CREEK 73814 NORTH BUNCOMBE ELEM SCHOOL DICK BRANCH 82741 BROOKS RESTAURANT & TRUCK STOP UT NORTH MUDDY CREEK 73334 JOAN WHITMIRE MHP UT ALLEN BRANCH 73393 MONTAPERTO ENTERPRISES, INC.
