Hey guys,

It looks like we need a minor permit modification for SR 1312, Joe Parlier Road in Avery
County. At station 5+90, we have a small spring that parallels the road on the left.
After traveling through our pipe, the spring then travels parallel to the road on the
right. The existing pipe is 30'x 18". Proposed pipe is 501x 24". Due to the heavy skew
that will be needed, we need 80' of pipe instead of 501. Due to topography as well as
rocky terrain, relocation on the inlet side is not recommended and that is where the road
is being shifted.
Note that this is a very low flow spring that starts just upslope of the roadway. Due to
slope, the existing pipe is perched and will remain perched after replacement so there is
no aquatic life passage issue that will be affected by the additional pipe length. I can
however personally attest to the fact that the skeeters absolutely love this area!
It is therefore requested that permits for this project be modified to reflect this design
change. Mitigation should not be required for this change. We will continue working on
this project but will not replace this pipe until permits are received. Please call if
