SUBJECT: Supplemental Information to the Regional General Permit 31 and
Section 401 Water Quality Certification for the proposed widening of
NC 146 (Long Shoals Road) from west of SR 2501 (Clayton Road) to east
of I-26 in Buncombe County. NCDOT Division 13, Federal Aid Project
No. STP-146(5), TIP No. R-2813B. Debit WBS Element 34505.1.1.

Please see the enclosed permit drawing "Sheet 6A" for the revised "Site 5" for the above
referenced project. Per our phone conversation on April 1, 2008, we briefly discussed the
omission of this temporary impact permit drawing for the temporary work pad required to
construct the bridge over the French Broad River on NC 146.

There are 5 phases (1, 2, 2A, 3, and 4) involved with the build-out of the causeways for
construction of the bridge over the French Broad River. Phase "2A" (as found on Sheet 6A) was
inadvertently left off of the original permit application. This sub-phase results in an increase in
temporary fill by 0.04 acre (from 0.80 to 0.84 acre). Therefore the total amount of temporary fill
in surface water for Site 5 should be 0.84 acre for a grand project total temporary fill in surface
water of 0.84 acre. The linear feet of temporary impacts, noted in the 401 certification, remains
accurate.
