The facility was out of compliance in May 2016, June 2016, and July 2016 in respect to daily fecal exceedances.
These violations have been addressed in previous correspondences from this office.

A Compliance Evaluation Inspection was performed by Justin Henderson on November 15, 2016. Mr.
Clifford Cain, ORC and Tony Sprinkle, Safety and Environmental Supervisor at Wieland Copper Products
LLC, were present at this inspection. This type of inspection consists of two basic parts: an in -office
review of the facility files and self-monitoring data and an on-site inspection of the facility. The facility
was found to be compliant with permit requirements, at the time of this inspection. This particular
inspection evaluated eight (8) areas, and observations from each area are addressed below:
1.) Permit
Your NPDES permit became effective July 1, 2012 and expires on February 28, 2017. A copy of
the current permit was available for review during the inspection. The permittee has previously
submitted a permit renewal application to the Division.
2.) Self Monitoring Program
The monthly self-monitoring reports were reviewed for the period of November 2015 through
October 2016. All monitoring appears to have been performed per the frequencies required in
the permit. There facility was out of compliance in May 2016, June 2016, and July 2016 for
exceedances of the daily fecal limit. These violations were addressed in previous
correspondence from this office.
3.) Laboratory
The following field parameters are performed on site: pH, temperature, chlorine residual, and
dissolved oxygen (DO). Temperature and DO analysis are performed with a YSI 55 meter, that
was last calibrated on August 8, 2015. pH analysis is performed with a pH 11 meter, that was last
calibrated on August 8, 2015. Chlorine residual analysis is performed with a Hach DR 2700
meter, that was last calibrated on August 8, 2015. The ORC stated that all field parameter
meters are scheduled for re -calibration in December 2016. The remaining parameters required
to be analyzed by the permit are performed by R & A Labs (certification #NC34).

4.) Flow Measurement
Flow is measured via a potable water meter located at the plant. This meter is replaced with a
new meter yearly according to Tony Sprinkle. Records of replacement were available for review
at the time of inspection.
5.) Facility Site Review
The wastewater treatment system consists of a bar screen, aeration basin, clarifier, tablet
chlorinator, tablet de -chlorinator, aerobic digester, and post aeration basin. Waste collected by
the bar screen is allowed to dry at the WWTP and then placed into dumpsters for removal to the
landfill. The effluent in the clarifier and in the post aeration basin were clear with little foam
present. The facility currently has three Outfalls. Outfall 0011s permitted for domestic wastes
only. Outfalls 002 and 003 are currently permitted for boiler blowdown, cooling tower
blowdown and non -contact cooling water. The permittee has requested Outfall 002 be
removed from the permit as it has been removed from service in regards to wastewater
discharge.
6.) Operations and Maintenance
Mr. Clifford Cain is the ORC, grade III and Mr. Glenn Price is the Back-up ORC, grade II. The
wastewater treatment system appeared to be operating satisfactorily. MLSS is maintained at
around 4000 mg/I and DO in aeration basin at 3-4 mg/I. Norweco wastewater grade chlorine
tablets are used for disinfection.
7.) Records/Reports
The chain of custody, lab reports, and calibration data were available for review during the
inspection. Operation and maintenance logs were also available for review. Sludge removal is
done by Carolina Backhoe and Septic Tank Service approximately every 3-4 months.
8.) Effluent/Receiving Waters
The facility was discharging at Outfall 001 and Outfall 003 at the time of inspection. The effluent
observed at each Outfall was clear with no visible solids. Discharge from said treatment works
via Outfall 001 and 003 outlets to unnamed tributaries (UT) to the Dan River, classified WS -IV
waters within the Subbasin 03-02-01 of the Roanoke River Basin.
