We are also noting several facility changes that are provided in this letter that have occurred since the last issuance of the permit. Furthermore, for this renewal, there are several items that need to be changed from the permit. For the facility changes, please note the following: 1) Outfalls 002, 003, and 004 are not usable anymore. They are no longer operable due to the removal of all pipes, pumps, and plugging any egress of water to these designated areas. To be specific, these discharge points that lead to outfalls 002, 003, and 004 from the CommScope facility were filled with concrete and are not accessible for use at all. These outfall discharge points need to be removed from the WWTP permit, since these contact cooling water discharges have been eliminated. However, we are planning on changing our discharge point 001 to discharge 002, since both are approved in the current permit NC0034754. We plan to pump the effluent discharge from the current onsite effluent manhole to discharge 002. Therefore, we can abandon Outfall discharge 001. We only need one discharge point from hence forward, which should be discharge 002. a. The current outfall 001 is at Latitude 35° 38' 58.3" N and Longitude 81° 1' 49.9" W. b. We need to move discharge 001 to discharge 002 which is Latitude 36.658422 N and Longitude 81.033346 W. Furthermore, we need to RECEIVEDIDENRIDWR JAN 2 3 2015 Water QS%i ;on Permitting change discharge 002 to discharge 001, since we will have only one outfall. 002 will now become 001. This outfall discharges into the pond on the north side of the property. 2) Due to changing the discharge point to Outfall 002, which will be renumbered as Outfall 001, as well as CommScope considered a Minor Industrial Discharge, the permit limits for NH3-N, BOD, TSS, Acute Toxicity, and Oil & Grease need modifications. Please also see #3 below. 3) Based on the DMR data collected for years 2012 through 2014, the enclosed spreadsheet provides documentation that the permit limits for NH3-N, BOD, TSS, Acute Toxicity and Oil & Grease should be evaluated. Also, please note that this spreadsheet was also used for the parameter listing for items 12 and 15 for the attached permit application Form C-MI. 3 5) The new permit also needs to eliminate the following treatment components, which are no longer being used: a. The dual tertiary sand filters are not currently being utilized and are not required to meet permit limits. b. The sodium hypochlorite chlorination addition and contact chamber have been replaced by ozone. Furthermore, the sodium sulfite dechlorination addition is no longer needed. Staff can utilize sodium hypochlorite and sodium sulfite tablets as backup if needed (as per their 0 & M manual).
